Job Description

To provide excellent knowledge, professional advice and experience of building safety, in particular in relation to fire and to lead the Property Services teams in delivering a range of programmes to ensure the council fully discharges its statutory duties.

To provide a customer focused service for internal and external customers which is focused on excellent delivery, service improvement and maximising efficiency.

To contribute to the delivery of an effective and focused property management service for the council.

Responsibilities

Key service-related accountabilities

  • Excellent understanding and knowledge of building fire safety within large property portfolios
  • Provide expert knowledge and skills in the area of fire related safety including initial building design, repurposing, refurbishment, contract management and audit services, and lead on reviewing the councils fire safety strategy
  • Work in partnership with the Stock Investment Manager and the Compliance & Building Safety Manager to agree the rolling programme of property repairs and improvements needed to comply with the Asset Management Strategy. Advise on effective control measures, monitoring of performance and communicating key lessons learnt from reviews
  • Ensure that related construction works are designed to conform to all relevant Statutory Regulations and that projects are properly managed in accordance with the standard forms of contract
  • Ensure that the programme of fire safety maintenance, repairs and improvements programme is effectively managed in accordance with agreed budgets, timescales and quality criteria
  • Develop and deliver innovative building safety strategies

Key corporate accountabilities

  • Work collaboratively and support other colleagues (as required) to deliver Team Plans, Corporate Plan and emergency and recovery plans
  • Take a collaborative approach to delivering support across the team/service, supporting colleagues to deliver positive outcomes beyond traditional service boundaries where required and directed by encouraging the sharing knowledge, experience and resources across teams in the council
  • Contribute and support the development and delivery of the Council’s strategies and policies as required
  • To work on cross cutting corporate issues/projects as required
Skills Required

Essential

  • Excellent understanding and knowledge of building fire safety within large property portfolios
  • Demonstrable strong track record of developing and delivering innovative building safety strategies
  • Detailed experience and knowledge of construction, planned works and repairs and maintenance
  • Experience in managing programmes of work generated as a result of implementing the fire safety strategy
  • Experience of identifying staff training gaps and ensuring these are closed by requisite training
  • Proven experience in managing/supervising staff
  • Project management experience in a local authority, RP or private sector asset management function
  • Ensure compliance with health and safety requirements including the Construction Design and Management Regulations 2015, Building Safety Act 2022, Fire Safety Act 2021 and other relevant legislation as it evolves
  • Knowledge of the key responsibilities of the council and how it will fully comply with statutory requirements relating to fire safety
Educational Requirements

Essential

  • NEBOSH Construction Certificate
  • NEBOSH Fire Certificate
  • CFPA European Diploma in Fire Prevention
  • IFE at GIFireE or above, membership of RICS, CIOB or IFSM
  • Evidence of competence relating to fire safety and project management skills
  • A good standard of general education and evidence of continued professional development is essential
