Position: Planned Delivery Manager (Capital)

Job Description

To lead on the Property Services team in the delivery of the planned capital works and PPM programmes, ensuring all procurement activities and contracts are delivered professionally to time, cost & quality requirements, and promoting and ensuring a positive resident experience.

Key to the role will be the need to manage, inspire and develop the team to provide high quality, value for money services to the residents and effective collective corporate support to the Council to enable the delivery of the Council's ambitious agenda, through interactions with staff, elected Members and other stakeholders.

Working together to provide ownership of cross‑cutting challenges and opportunities, breaking down silos and working across teams to take a whole system approach which puts the customer at the heart of things.

Responsibilities
  • Work with the Head of Health, Safety and Compliance as a member of the service management team to ensure all strategies/plans/activities are aligned with business need and support delivery of the corporate plan
  • Support, assist and drive procurement of works, goods and services adhering to the councils Contract Standing Orders and procurement guidelines, UK legislation and EU regulations where these apply
  • Ensuring all projects have a formal brief, specifications, procurement plans and tender documents, and are robustly managed, in accordance with the contract
  • Monitor and manage monthly spend and financial forecasting across all projects
  • Manage projects or term contracts with an annual value of up to £10m in accordance with agreed budgets, timescales and quality criteria
  • Ensure contractors and consultants are properly briefed, report progress regularly, delivering value for money and resident satisfaction and meeting council objectives
  • Ensure compliance with policies and procedures and delivery standards for managing the delivery of planned/reactive investment works, compliance and M&E strategy, including compliance with Health and Safety requirements including the CDM Regulations and Control of Asbestos Regulations, Water Hygiene and Electrical Safety
Key Corporate Accountabilities
  • Take a collaborative approach to service delivery across the Council to deliver positive outcomes beyond traditional service boundaries where required and directed by sharing knowledge, experience across the council
  • Lead the delivery and development of the team and the staff that deliver these services, as well as external suppliers / contractors
  • Contribute to the development of Council's strategies and policies to deliver strategic aims and objectives for the service area
  • Helping to own and drive through workforce and organisational development, change and transformation across the team covered by this post
  • The ability to engage staff on a range of corporate issues and to actively promote a culture of employee wellbeing and support
  • Lead/support cross cutting corporate issues as identified by the Head of Health, Safety and Compliance to offer a seamless internal and external service to customers
Skills Required Knowledge and Experience Essential
  • Experience in managing planned capital, large complex revenue works including M&E projects and term contracts with a value of up to £20m per annum
  • Experience in dealing with a range of issues concerning contract and project delivery
  • Analysing and interpreting asset condition data to inform future investment programmes and inform budget forecasting and setting
  • Proven experience in successfully managing, mentoring and developing staff
  • Project management experience in a local authority, RP or private sector asset management function
Skills and Abilities

Essential
  • Ability to manage and motivate a team of support staff as and when required according to the nature, scale and complexity of the works in hand
  • Ability to set objectives and performance measures, monitor performance and provide guidance and support
  • Undertake performance management of staff, contractors and consultants
