As Senior Lead for Evaluation and Health
Economics, you will provide strategic leadership for the development and
application of evaluation, evidence and health economic expertise across the
organisation. You will lead specialist teams, oversee complex evaluations and
economic analyses, and provide senior advice to executive leaders,
commissioners and system partners. Working at the heart of strategic
commissioning and transformation, you will ensure that major investment
decisions are underpinned by robust evidence, clear benefits realisation and
sound economic thinking.
This role offers the opportunity to influence
system-wide change, develop innovative approaches to evaluation and value
assessment, and build capability across a complex health and care system. You
will join the Norfolk and Suffolk Intelligence
Funciton - a high performing analytical unit that aims to empower the
Integrated Care System to make evidence-informed decisions to improve the
health and wellbeing of communities.

Main duties of the job Provide strategic leadership for evaluation, evidence generation and health economics.
Manage and develop the Evaluation and Health Economics teams.
Oversee the design, assurance and delivery of evaluation and economic analysis.
Advise executive leaders, commissioners and partners on evidence-based decision-making.
Translate complex findings into actionable recommendations.
Embed evaluation and economic assessment within commissioning and transformation processes.
Promote best practice methodologies, standards and continuous improvement.
Build system-wide capability through leadership, guidance and partnership working.
Ensure evidence and value considerations inform service transformation and resource allocation
About us We manage an annual budget of 4.9billion to commission safe, high quality and accessible health services for 1.7million people living in Norfolk and Suffolk.
We work with hospitals, GP practices, dentists, pharmacies, community, mental health and ambulance services, alongside local councils and voluntary organisations, to improve care. We involve local communities in shaping decisions and use their insights to improve services. As a statutory NHS organisation, we are accountable to NHS England and the UK Government.
Our role is to ensure services meet current and future needs by setting local NHS strategy, allocating funding, maintaining quality and safety standards, improving access, reducing health inequalities and enabling joinedup care.
Norfolk and Suffolk include rural, coastal and deprived communities, with an olderthanaverage population. Around half of residents live in rural or coastal areas, where access can be harder, and about 219,000 people live in the most deprived areas, where early deaths are significantly higher. These factors shape our planning and focus on reducing inequalities.
Our vision is for people to live longer, healthier lives with access to safe, joinedup, patient centred care. We prioritise improving healthy life expectancy, reducing inequalities and ensuring consistent access to high quality services.
We work across five local Places and partner with NHS providers, councils, the VCFSE sector and communities to deliver locally responsive care.
