Norfolk Crisis and Resilience Adviser (Outreach)
Job Reference: 10771 – Permanent – 37 hours per week – £32,061 to £33,699 per annum (Scale G) – County Hall, Norwich
Part of Norfolk County Council, the Norfolk Crisis and Resilience Service provides hardship support for people across the county. This service replaced the Clients Hardship Service in April 2026 with an enhanced service, funded for 3 years through the Crisis Resilience fund.
Role OverviewThe Outreach Adviser will work directly within the community, providing accessible, face‑to‑face support to residents in a range of settings. The role focuses on proactive engagement, ensuring vulnerable individuals and households are identified early, preventing crises from escalating. Responsibilities include building relationships with local partners, community groups and frontline services to enable a coordinated, preventative approach.
Key Duties• Improving access to the service for digitally excluded or hard‑to‑reach individuals.
• Strengthening community resilience through tailored, person‑centred support.
• Engaging primarily in community settings, with most working time spent on the ground and mandatory attendance at County Hall in Norwich each Wednesday.
• Maintaining a clean driving licence and a car for travel; mileage allowance will be provided.
ResponsibilitiesThe Adviser will manage money management and holistic support, assisting clients to become financially independent and address underlying issues. This includes conducting phone and face‑to‑face conversations, implementing a trauma‑informed approach, and providing referrals to support and grant providers.
Qualifications and Experience• Professional curiosity and the ability to assess information from multiple sources.
• Confidence in decision‑making and a motivation to advocate for vulnerable people.
• Experience with money management, holistic guidance, and grant organisations.
• Solid communication skills, confidence in dealing with vulnerable clients, experience conducting difficult conversations, and strong computer skills.
