Technical Officer

- The Role

We are seeking an enthusiastic, confident, and self‑motivated Officer to join our busy Environmental Protection & Housing team to lead on all aspects of private sector housing enforcement with a particular focus on tenancy related enforcement (Renters Rights Act) and to also support on other environmental health work.

The successful candidate will be based in our modern offices at Rushcliffe Arena in West Bridgford. Rushcliffe Borough Council supports flexible working in line with our business needs with the option of working from home on a hybrid basis. This is a career grade post and salary on appointment will be dependent on your experience and skills.

Technical Officer

Key Responsibilities
  • Investigate complaints of harassment, illegal eviction and discrimination, gathering evidence and taking appropriate enforcement action
  • Enforce housing legislation through inspections, HHSRS hazard assessments, serving notices, issuing civil penalties, and preparing prosecution cases for court
  • Provide comprehensive advice and support to tenants and landlords on their rights, responsibilities, disputes, and compliance with current housing laws
  • Monitor landlord registration, ombudsman membership, and government databases, ensuring compliance and completing required enforcement data returns
  • Deliver training and engagement activities, maintain accurate case records, build partnerships with stakeholders, and stay up to date with changes in housing legislation and policy
Technical Officer You
  • Working knowledge of key housing legislation, including Protection from Eviction Act 1977, Housing Act 1988 & 2004, Landlord and Tenant Act 1985, and awareness of the Renters Rights Act 2025
  • Minimum one year’s recent experience in housing, illegal eviction or harassment cases
  • GCSE Maths and English (AC) / Level 2 (or equivalent) or proven literacy and numeracy through experience
  • HNC/HND in Environmental Health, Housing or Tenancy Relations (or equivalent) or two years relevant service experience
  • Technical knowledge/qualifications in property inspection and building condition assessment
  • Full driving licence and own transport; able to work independently and within a team with strong communication and organisational skills
