Director of Law, Governance, Policy and HR - Monitoring Officer

Rushcliffe Borough Council is seeking an exceptional senior leader to join our Executive Management Team as Director of Law, Governance, Policy and HR and statutory Monitoring Officer. This is a pivotal role, providing leadership across legal, HR, electoral and policy services at a defining moment for local government.

Reporting to the Chief Executive, you will work closely with Members, senior officers and partners to support sound decision-making, strong assurance and high standards of public service.

As Monitoring Officer, you will provide clear, trusted advice on constitutional, legal and governance matters, ensuring the Council acts lawfully, transparently and with integrity.

You will also play a leading role in Local Government Reorganisation and devolution, helping shape future arrangements, manage risk and support effective collaboration across Nottinghamshire.

• Contribute to the Executive Management Team, shaping corporate strategy, performance and organisational priorities.
• Fulfil the statutory Monitoring Officer role, safeguarding legality, probity and ethical standards.
• Lead legal, governance, HR, electoral and policy services, developing capacity and continuous improvement.
• Support the effective delivery of democratic services and governance arrangements, ensuring that Council decision-making processes are administered in a lawful, transparent and efficient manner.
• Advise Members, committees, the Chief Executive and senior officers on complex and sensitive matters.
• Shape the legal and governance framework for Local Government Reorganisation, devolution and successor authority arrangements.
• Manage constitutional development, due diligence, legal risk, contract transfer and workforce transition issues.
• Use digital innovation and responsible technology to improve service efficiency and responsiveness.
• Create an inclusive, accountable and high-performing culture across the portfolio.

We are looking for a credible and resilient senior leader with substantial experience of local government law, governance and constitutional practice.

You will combine sound judgement, political awareness and strong relationship skills with the ability to give clear, practical advice and lead teams through change.
