This is a unique opportunity to shape the future of technology governance, cyber security, and organisational resilience at scale.

About the role

Reporting to the Chief Technology Officer (CTO), you will provide strategic leadership across technology governance, compliance, cyber and information security, data, and programme delivery.

You will play a critical role in ensuring the Council’s technology is secure, compliant, well-governed and aligned to our strategic priorities, while enabling innovation and transformation.

You will:

  • Lead and develop a high-performing Technology Governance & Compliance function
  • Act as the Council’s subject matter expert on cyber and information security, advising senior and corporate leadership
  • Establish and oversee robust governance frameworks (e.g. TDA, CAB, Architecture Boards)
  • Lead risk management, business continuity and resilience planning
  • Provide oversight and assurance across all IT projects and programmes
  • Drive compliance across key standards including ISO
    27001, PSN, PCI, and Cyber Essentials Plus
  • Lead strategic procurement and supplier management activity
  • Support the delivery of the Council’s Technology Strategy
About you

We are looking for a strategic and credible leader with a strong track record in complex organisations.

You will bring:

  • Significant experience in cyber and information security, governance and compliance
  • Proven leadership of large-scale transformation and change programmes
  • Strong understanding of risk, resilience, and regulatory frameworks
  • Experience of working in complex, political environments and influencing at senior level
  • Expertise in supplier management, procurement, and enterprise governance
  • The ability to balance assurance, control, and innovation
  • A passion for public service and delivering outcomes for communities

You will be a confident and inspiring leader, able to build strong relationships, lead high-performing teams, and drive a culture of continuous improvement.
