About the Role
We are seeking an experienced Freelance Technology Project Manager to lead the delivery of a programme of technology upgrades across the major highways network in the East Midlands.
This is a key role supporting the modernisation of highways infrastructure through the successful implementation of technology solutions that improve network performance, safety, resilience, and customer experience. The successful candidate will manage complex technology projects involving multiple stakeholders, suppliers, and operational teams, ensuring delivery is on time, within budget, and aligned with strategic highways objectives.
The role will suit a confident project professional with a strong background in transport technology, intelligent transport systems (ITS), highways infrastructure, or large-scale technology transformation programmes.
Essential Experience
The successful candidate will have:
Proven experience delivering complex technology projects within highways, transport, infrastructure, or a related environment.
Strong project management experience delivering schemes on site for Contractors in the Highways space
Experience managing multiple work streams, suppliers, and technical delivery teams.
A strong understanding of highways technology, ITS, digital infrastructure, or operational technology environments.
Experience working within large, multi-stakeholder organisations.
Excellent communication, leadership, and problem-solving skills.
Ability to work independently, manage competing priorities, and deliver outcomes in a complex operational environment.

Desirable Experience
Experience working on major road networks or strategic highways programmes.
Experience delivering technology upgrades in live operational environments.
Formal project management qualification such as PRINCE2, APM, PMP, or equivalent.
