Project Controls Specialist

Navarro Research & Engineering is an award‑winning federal contractor dedicated to partnering with clients to advance clean energy and deliver effective solutions for complex challenges in the nuclear and environmental fields. The company, headquartered in Oak Ridge, Tennessee, works on national programs for DOE/NNSA, NASA and the Department of Defense. This position is located in Oak Ridge, TN.

Responsibilities
  • Collaborate with the project controls lead and control account managers (CAMs) to develop and maintain key project controls artifacts, including:
    • Project Work Breakdown Structure and dictionary
    • Summary and detailed logic‑driven, resource‑loaded schedules
    • Summary and detailed cost estimates
    • Actual costs and accrual integration
    • Risk identification and analysis
    • Change control
  • Provide day‑to‑day support with schedule and cost maintenance, status forecasting, and conducting what‑if analyses.
  • Assist in generating monthly project status reports, including analysis of schedule performance index (SPI), cost performance index (CPI), variance explanations and identification of critical and near‑critical paths.
  • Attend technical and management meetings to understand and accurately report project status.
  • Perform ad‑hoc activities directed by the project controls lead.
  • Support CAMs and project management staff in preparing for internal and external project status reviews.
  • Develop and deliver training on project management processes and systems for applicable project staff, specifically project CAMs.
Essential Duties

Advising the Project Manager or Project Director on large line‑item projects.

Requirements

Education and

Experience:

  • BS/BA in project or construction management, business, engineering or equivalent.
  • Five years of experience performing project controls duties as described above for research‑based projects within DOE or DoD.
  • Five years of project experience in an EVMS environment compliant with EIA‑748, including setting baselines, incorporating baseline changes, producing monthly reports and variance analyses.
  • Solid understanding of project controls best practices and a complete understanding of DOE Order 413.3b and EIA‑748‑compliant EVM.
  • Significant experience with Primavera and EVM cost processors.
  • Advanced experience with SharePoint and Microsoft Office Suite.

Essential Qualifications, Skills, Knowledge and Abilities:

  • Advanced skills applying Earned Value Management (EVM) principles and processes.
  • Experience interpreting, organizing and analyzing data from multiple sources.
  • Proficiency with project control operating systems (e.g., Primavera P6, Cobra, Microsoft Project) and Microsoft Office tools.
  • Experience performing statistical analysis, schedule monitoring and operations to create and present detailed financial information to diverse audiences.
  • Ability to independently clarify issues, analyze concerns and resolve complex problems.
  • Excellent verbal and written communication and presentation skills for conveying complex financial information.
  • Strong interpersonal skills to establish productive relationships with management, technical, scientific and administrative personnel.
  • Organizational, record‑keeping and coordination skills.
  • Ability to work independently on multiple time‑constrained projects and complete each successfully.
  • Experience evaluating and analyzing complex projects, identifying issues and proposing solutions.
Special Requirements
  • Pre‑employment drug screen for external applicants.
  • Medical exam(s) may be required.
  • May require DOE clearance; if applicable, designation as a Workplace Substance Abuse (WSAP) testing position with ongoing random drug testing.
