Project Controls Specialist

Napakiak Environmental and Construction (NEC) seeks a Project Controls Specialist to support the DOE Department of Energy (DOE) at Oak Ridge National Laboratory (ORNL). The role is day‑to‑day and includes schedule and cost maintenance, forecasting, and what‑if analysis. Employees are employed by NEC, with benefits, pay, and other HR functions provided by NEC.

• Work with the project controls lead and control account managers (CAMs) to develop and maintain:
• Project Work Breakdown Structure and dictionary
• Summary and detailed, logic‑driven, resource‑loaded schedules
• Summary and detailed cost estimates
• Actual costs and accrual integration
• Risk identification and risk analysis
• Change control
• Provide day‑to‑day support to the project with schedule and cost maintenance, status forecasting, and conducting what‑if analysis.
• Assist in generating monthly reports on project status and performance, including analysis of SPI/CPI, variance explanation, and critical path assessment.
• Attend technical and management meetings, accurately reporting status.
• Perform ad‑hoc activities as directed by the project controls lead.
• Support the CAMs and project management staff in preparing for internal and external project reviews.
• Develop, present, and reinforce project management processes and systems training for all applicable staff, specifically the project CAMs.

• Advanced skills applying Earned Value Management (EVM) principles and processes.
• Experience interpreting, organizing, and analyzing data from multiple sources.
• Proficiency in project control operating systems (e.g., Primavera P6, Cobra, Microsoft Project) and Microsoft Office tools.
• Experience performing statistical analysis, schedule monitoring, and operations to disseminate highly detailed financial information to diverse audiences.
• Ability to independently clarify issues, analyze concerns, and resolve complex problems, making sound decisions.
• Excellent verbal and written communication and presentation skills.
• Strong interpersonal skills to establish and maintain productive working relationships.
• Organizational, record‑keeping, and coordination skills.
• Ability to work independently on multiple time‑constrained projects and complete each successfully.
• Experience evaluating and analyzing complex projects, identifying issues, and proposing solutions.

• BS/BA in project or construction management, business, engineering, or equivalent.
• Five years of experience successfully performing project controls duties for DOE or DoD research‑based projects.
• Five years of project experience in an EVMS environment compliant with EIA‑748, including baseline setting, changes, monthly reports, and variance analyses.
• Solid understanding of project controls best practices regarding scope, time, cost, change, and risk management; familiarity with DOE Order 413.3b and EIA‑748 compliant EVM.
• Significant experience with Primavera and EVM cost processors.
• Advanced experience using SharePoint and Microsoft Office Suite.

• Pre‑employment medical examination may be required.
• Potential requirement to obtain and maintain a DOE clearance.
• Position may involve Workplace Substance Abuse (WSAP) testing and random drug testing if a clearance is needed.
