Spectra Tech has an immediate need for a Human Resources Manager in our corporate office in Oak Ridge, TN.

Description:

Responsibilities include routine tasks of substantial variety and complexity in support of Human Resources in a government contract/DOE environment. Duties include comparing HR laws to current policies and procedures and enforcing company policies and practices, addressing employee concerns, and leading in the employee investigation process. Working with management on selecting medical plans and other company benefits for open enrollment. Overseeing the scheduling, assignments, and daily workflow of the employees in the HR department.

A high regard for confidentiality is required and the ability to multi‑task and thrive in a fast‑paced and changing environment.

Prior Government contract experience required. Must have payroll and union experience as well.

Essential Duties and Responsibilities:
  • Benefit administration.
  • Creates computer reports of all descriptions for the management team.
  • Creates and updates Company policies.
  • Effectively communicates with employees and managers when questions arise.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Maintains data integrity within human resource information systems.
  • Handles employment‑related inquiries from applicants, employees, and supervisors, referring complex and/or work matters to the appropriate staff.
  • Processes payroll for the corporate office staff as well as contractors.
  • Performs other duties as assigned.

Additional Responsibilities:
  • Proficient in processing new hires, promotions, pay rate changes, and terminations in Paycor and Unanet.
  • Build rapport with executives and hiring managers.
  • Participate in recruiter calls on Monday and Wednesday.
  • Active role in defining 2026 benefits.
  • Coordinate Open Enrollment. Following up in the month of December on any changes that need to be updated by HR.
  • Distribution of monthly report for managers with the due date for their employees' annual reviews.
  • Administer 401(k), including but not limited to, weekly changes, terminations, address changes, reporting for audits and calculating hours for eligibility.
  • Proficiency in running reports in Paycor. Reports will include, but are not limited to: employee roster, new hires, terms, pay history, deduction reports.
  • Responsible for gathering data for AAP, EEO‑1 and VETS reports in a timely manner and sending it to the third‑party administrator.
  • Administer STD, LTD, and FMLA.
  • Proven competencies in all HR generalist responsibilities including, but not limited to, pre‑employment process of approving and emailing offer letters, setting up background checks and drug tests, assigning onboarding; 1‑9 process and benefit administration.
Education and Experience:

A bachelor’s degree in human resources, Business Administration or a related field is required with 10+ years’ experience. This must include 2+ years of human resource management experience.

Proficiency in MS Office – Word, Excel, PowerPoint, and Outlook required.

Advanced oral and written communications skills required.

Strong empathy and people skills are necessary.

SHRM‑CP a plus.
