Department Overview

The Retirement Administration Service Center (RASC) counsels members of the University as they transition into retirement and provide long‑term pension and retirement health benefits support.

Position Summary

The Benefits Analyst 4 manages complex retirement and pension cases, ensuring compliance with policies, procedures, and regulatory requirements. This role requires strong analytical skills, judgment, and the ability to resolve non‑standard issues with minimal guidance. The BA4 provides subject matter expertise, supports process improvements, and serves as a resource and mentor to analysts. Please note this is a hybrid position with three days a week on site in Oakland, CA.

Key Responsibilities
  • 20% Independently manages and resolves the most complex and escalated retirement and pension cases requiring advanced judgment and subject matter expertise.
  • 20% Subject matter expert regarding retirement, survivor/beneficiary, insurance, and disability benefits. Provides in‑depth counseling to members, campuses, and internal partners on retirement policies, procedures, and benefit entitlements.
  • 20% Serves as a liaison with Policy, UCPath, campuses, and Benefit Accounting to resolve cross‑functional issues and ensure consistent application of retirement rules. Leads and contributes to audits, compliance reviews, and regulatory reporting, identifying risks and recommending corrective actions.
  • 15% Develops, documents, and improves processes to enhance efficiency, accuracy, and compliance across retirement operations.
  • 15% Serves as a mentor and trainer for Benefits Analysts 2 and 3, providing guidance and expertise in handling complex cases.
  • 10% Advises leadership on emerging issues, policy gaps, and opportunities for operational improvements. Participates in cross‑departmental projects and initiatives that shape retirement service delivery.
Skills and Abilities

Required Qualifications
  • 7 years expert‑level knowledge of retirement and pension benefits administration, including defined benefit plans and advanced eligibility rules. Recognized as a subject matter expert and trusted advisor to leadership on complex retirement issues. Requires extensive knowledge of UCRP plan rules and regulations.
  • Requires extensive knowledge of UCRP plan rules and regulations. Strong ability to interpret and apply policies, procedures, and regulatory requirements (e.g., ERISA, IRS, UC policies).
  • Advanced skills in payroll, calculations, Excel, compliance, and audit. Strong analytical and problem‑solving skills, with the ability to identify systemic issues and propose strategic solutions.
  • Demonstrated advanced writing, speaking and group presentation skills in order to present complex information in a clear and concise manner to multiple levels in the organization.
