This job classification has a salary step structure effective January 1, 2025. Individuals hired into the classification will generally be appointed at step 1 of the salary range and will advance to step 2 after working in the position for six (6) months, to step 3 one year from date of hire, and to steps 4 and 5 at one-year intervals of time thereafter.
Each salary step progression will provide a 5% increase to the employee’s base salary until step 5 is reached. The salary range for this job classification is $ to $.

Current Assignment
BART’s Real Estate and Property Management Department is seeking an experienced analyst with a strong background in permitting, accounts payable, accounts receivable and customer service to assist in the financial operations for BART’s Permitting Team. The selected incumbent will provide strategic oversight of invoicing and collections of permitting fees as well as paying special assessments, property taxes and various public agency fees.
The incumbent will also collaborate with permit applicants and internal stakeholders in supporting the District’s permitting process. This position is responsible for preparing analyses, reports, and administrative documentation for the Director of Real Estate and Property Management. The incumbent will bring organizational, and communication skills, ability to coordinate interdepartmental collaboration, implementation of best practices, and enhanced service delivery related to permitting.
Qualifications
Coordinates the operations, services, and activities of a permits billing program, including gathering estimated labor hours, obtaining labor charge codes and invoicing permit applicants.Analyzes invoices from public agencies.Prepares Excel spreadsheets for the purpose of tracking financial activities.Interfaces with permit applicants and internal stakeholders in relation to billing concerns.Develops annual reimbursement summaries.Inputs data into People Soft to aid in Accounts Receivables.Orders materials in support of the Real Estate and Property Management Department.Prioritizes and coordinates responsibilities in a fast‑paced, multi‑function, multi‑program, and multi‑application environment.Responsibilities
Participates in the more difficult work of staff responsible for complex financial, statistical, and program management analysis in assigned division area.Participates in the preparation, administration, and monitoring of District-wide budgets; compiles and analyzes budget data; monitors funding agreements and maintains budget schedules to assure conformance with funding agencies; ensures maintenance of expenditure records which conform to funding agency and District reporting requirements.Analyzes contract provisions and change orders related to approved cost of work and budget allocations; analyzes and reports cost variances, ensures that cost control methods are implemented and applied to program objectives; analyzes funding and cost data for management inquiries regarding work plans, consultants, and contract authority.Monitors and administers construction or funding agreement contracts in accordance with District and mandated guidelines; compiles actual costs by project; performs financial, statistical and comparative analysis of actual and budget costs.Identifies funding sources for proposed projects; projects cash flow requirements; maintains budgetary records for proposed projects.Provides support to project managers in setting budgets, schedules and estimates; tracks progress on projects versus original budgets and schedules; works closely with project staff and consultants to ensure project compliance.Develops and recommends improvements to computerized financial management system.Conducts financial and management studies to evaluate system performance and operating efficiencies; presents studies to communicate findings and recommendations to senior management and the Board of Directors.May train assigned employees in their areas of work…
