Lynker is seeking an experienced Coastal Management Specialist to join our growing team. This role is contingent upon Lynker winning the contract, and an offer will likely not be extended until it is confirmed that the contract has been won.

Responsibilities

The government has a requirement for a talented Technical Assistance Specialist to support NOAA Office for Coastal Management. The successful candidate will serve as a Technical Assistance Specialist working as part of a unique team responsible for supporting the Climate Resilience Regional Challenge (Resilience Challenge). This exceptional individual will provide targeted, robust support by maintaining relationships, addressing evolving technical assistance needs, sharing a range of subject matter expertise, and communicating project challenges and accomplishments to NOAA and beyond.

This position will be located in Oakland, California.

Core responsibilities include, but are not limited to:

  • Maintain familiarity with the Resilience Challenge’s community resilience efforts in California and across the West Coast region to understand project needs.
  • Engage in person regularly with Resilience Challenge partners and in the communities served by the Resilience Challenge project in California.
  • Serve as Technical Assistance Coordinator for the Resilience Challenge project in California.
  • Help monitor the Washington and Alaska tasks to support the respective team members as needed.
  • Provide technical assistance directly to Resilience Challenge partners and project communities.
  • Make connections with NOAA and other federal agencies and external partners to deliver additional technical expertise and services.
  • Assist with developing training and other learning products to support the needs of Resilience Challenge efforts.
  • Deliver OCM training to Resilience Challenge projects and serve as a national trainer on nature-based solutions.
  • Facilitate meetings, workshops and other events with project partners.
  • Act as a liaison to communicate NOAA resources to partners and assist with communicating on-the-ground accomplishments to NOAA.
  • Perform grant management and administration responsibilities in coordination with federal staff.
  • Coordinate tasks and activities with other staff supporting the Resilience Challenge.
  • Serve as the West Coast Resilience Challenge coordinator to coordinate across Resilience Challenge projects in the West Coast region.
  • Assist with OCM project coordination.
  • Work with regional leadership to represent the Office and NOAA at local and regional events.
  • Provide local support, expertise and networking for the Coastal Resilience Fellows hosted by project partners.
  • Support and participate in the national Resilience Challenge Peer-to-peer Gathering.
  • Provide convening support for local and regional peer-to-peer sharing events.
  • Make connections with and provide support to Resilience Challenge projects outside of California and the West Coast.
Qualifications

The Coastal Management Specialist selected should have the following:

  • Masters degree with 6+ years of experience
  • Close familiarity with the Resilience Challenge’s community resilience efforts in California and across the West Coast
  • Understanding of the initial needs and gaps of the Resilience Challenge projects in California that NOAA and other technical assistance providers may address
  • Understanding of local or regional geography, context, cultures, challenges, and coastal issues relevant to the West Coast
  • Experience managing NOAA cooperative agreements; ability to follow standard operating procedures and guidance documentation related to NOAA grant management and administration
  • Experience delivering OCM’s nature-based solutions training course
