Position Summary

Under the direction of the Director of Social Services, the Clinical Program Director (CPD) is responsible for the clinical and daily operations of the program, serving as the day‑to‑day site leader coordinating all outpatient services; monitoring caseload productivity; supervision and management of staff; CQRT lead providing documentation, clinical supervision and training; and ensuring the programs meet all contract obligations and billables.

The CPD develops positive relationships with county contacts and other service providers and ensures our constructive partnerships in the community. The SIL program offers outpatient mental health assessment and anchorage, plan development, medication management, service coordination and navigation, emergency intervention, advocacy, employment support and assistance in daily living skills. Outpatient case management is also provided at Casa Ubuntu in the Eastmont Mall.

Responsibilities
  • Responsible for the day‑to‑day program operations, including ensuring appropriate assignment of clinical care through the various phases of assessment/diagnosis, care planning and ongoing case management of adults with primary mental health disorders who reside within Alameda County. Ensuring client needs are met timely, using a client‑centered, non‑judgmental, trauma‑informed approach to care.
  • Understand and execute the company’s mission, vision, and values at the direct service level.
  • Lead a multidisciplinary team building competency and collaboration among all team members, with common purpose to enhance the lives of marginalized people facing barriers to health care, housing and socialization.
  • Develop systems that track performance measures and client outcomes. Ensuring that all contract deliverables are met.
  • Provide crisis intervention and crisis management as the leader of the multidisciplinary team to ensure ethical and appropriate clinical treatment. Respond to all critical incidents timely, informing Director of Social Services of any critical needs.
  • Responsible for providing direct and indirect supervision of licensed clinicians, LVNs, PMHNPs, case managers, employment specialists, interns and students including hiring, training, scheduling, and ongoing supervision of job performance.
  • Maintaining a yearly plan of up to 160 active clients per year.
  • Reviewing and auditing charts/CQRT 100% chart compliance monthly.
  • Supervision of 2-5 clinicians/clinical case managers and interns.
  • In conjunction with the Program Supervisor plan weekly clinical case conferences, and team meetings.
  • In collaboration with the QI department organize and facilitate staff competency in HER documentation, assessment/diagnosis, treatment planning and productivity under the new CalAIM and California payment reform.
  • Responsible for ensuring the program is in full compliance with all clinical and operational regulatory requirements from Alameda County Behavioral Health Department, State of California Medi Cal service and all program contracts.
  • Ensure timely assessment, evaluation and diagnosis of new clients entering the program and provide timely annual reassessments as needed through tracking and monitoring staff documentation and productivity.
  • Manage program budget, meeting all productivity goals for fee‑for‑service billing, managing program expenses.
  • Develop program policies and procedures, and workplace safety plans. Work with the Director of Social Services to mitigate risks and ensure a safe working environment.
  • Provide oversight of all clinical documentation ensuring that all charts meet contractual obligations and BHI quality assurance objectives, providing staff training and coaching and CQRTs, within required time frames.
