Road Corridor Technologist

  • Oakville, ON

  • Contract Position - initially drafted until Dec 18th

Raise Workforce is working with a municipality within the Halton Region that is looking to hire a Road Corridor Technologist to start as soon as possible.

You will provide the coordination of permitted activities within and uses of the their municipal road allowances through the review, approval, inspection of various road corridor permits, by-laws and policies.

Responsibilities:

  • Oversee permit programs, application approval and inspection processes related to the use of the municipal road allowance by outside parties such as; vendors, merchants, Region of Halton, utility providers, special events; newspaper boxes; signs; filming and encroachment licensing.
  • Review traffic control / detour plans for proposed road closures to ensure conformance with the Ontario Traffic Manual for Temporary Conditions.
  • Field inspection of notice signage for road closure and detour routes for vehicular and pedestrian traffic;
    Ensure transit and student transportation services are all being provided.
  • Attend to the Regional preconstruction meetings with contractors and engineers, ensuring that all parties understand the Town’s specifications and standards for the proposed work on Town property.
  • Conduct preliminary and final inspections before acceptance of Regional contract work, or utility agency work.
  • Manage permit fee revenue and deposits and track and report on the status of permit office activities, fees, operating costs and revenues, and statistics.
  • Provide technical and programming support for all computerized systems used to manage, track or process permit applications, approvals, and inspections (e.g. AMANDA, database management, spreadsheets, word processing, etc.).
  • Provide guidance to clerical staff involved in the municipal access permit process and recruit and hire, oversee the work of temporary staff members (students and agency personnel).
  • Represent the department on the Oakville Utility Coordinating Committee, Special Event Planning Committees, and other relevant committees that may be established.
  • Review and comment on municipal consents submitted by public and private utility agencies.
  • Provide direction for planning, coordinating, and approving community events on public highways.
  • Attend evening meetings and special events occurring on weekends and statutory holidays.
  • Liaise and coordinate with all internal and external review and approval agencies, or other individuals and groups affected by the proposed construction works or special events (e.g. Transit, Emergency Services, Traffic and Parking Control, School Boards, etc.).
  • Provide office administration functions, coordinate and update public communication, information and notification tools on town website.
  • Address inquiries and complaints from permit clientele and the public in a professional and courteous manner.
  • Provide customer support, advice and assistance to permit clientele and the public with regard to the bylaws, policies, procedures, rules and regulations governing the usage and activities within the municipal road allowance by outside parties.
  • Support the preparation of reports by senior staff on any matters pertaining to the permits, procedures and issues of non-compliance or unauthorized uses and occupation of the road allowance.
  • Investigate and respond to complaints from residents, business owners, and elected officials concerning the use of the municipal road allowance.
  • Track, record and update all planned, scheduled or forecasted construction and utility works within the municipal road allowance for use in coordinating activities.
  • Performs other duties as assigned.

Qualifications and

Experience:

  • Successful completion of a 2 year post-secondary diploma in Civil Engineering or related field combined with at least 5 years of relevant experience. An equivalent combination of education and experience may be considered.
  • Certified Engineering Technologist (CET) designation through O.A.C.E.T.T.
  • Municipal public works engineering and/or construction experience a definite asset.
  • Strong knowledge of road excavation and construction techniques and practices, the Occupational Health and Safety Act, Ontario Provincial Standard Specifications and Drawings, and MTO Traffic Control Manual for Roadway Work Operations.
  • Proficiency in PC-based computer systems and applications and G.I.S. (Arc View) systems.
