Under general direction of the Director of Capital Projects and Delivery, the Senior Project Analyst primarily supports the planning and oversight of maintenance agreements and capital projects, through the performance of a core set of project accounting and project management oversight activities. This position also plans, organizes, leads, and/or participates in complex, sensitive, and detailed analytical and administrative work in the areas of budget, financial/fiscal, administrative policy, procurement, and/or contract administration.

This position is distinguished as an advanced level position that requires previous experience performing a wide variety of difficult, complex, and/or sensitive analytical activities, which requires the use of considerable discretion, judgment, and interpersonal skills. S/he will conduct financial analysis, manage project budgets, enter capital budget and encumbrance transfer entries, and perform project management functions. Perform contract oversight activities, which include developing scopes of work, estimating contract and project costs, developing project schedules, monitoring contractual and project deliverables, evaluating contractor’s performance, analyzing, and reporting on key performance indicators, and project closeout activities.

Perform oversight of project management activities, facilitate reporting activities, and train project managers in the use of project management software applications.

Supervision Received and Exercised

This position reports to and works under the general direction of the Director of Capital Projects and Delivery and will collaborate with other Divisions on assigned duties. This position does not exercise supervisory authority. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions

Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.

Essential Functions

Duties may include, but are not limited to, the following:

  • Supports District Division in procurement, contract administration, and project closeout activities.
  • Assists in development of project scope(s) of work, and required documentation for procurement activities, assuring District procurement policies and procedures as well as source of funding policies and requirements are followed.
  • Participates in research and evaluation of proposed contractual obligations and agreements.
  • Assists or leads in monitoring compliance with applicable contractual agreements and follows up on corrective actions when applicable.
  • Assists Project Managers with development of capital project schedules and tracks progress against budgets and project plans with input from Project Managers.
  • Attends meetings with Project Managers to track progress against deliverables, tracks schedules, and prepares post-meeting reports.
  • Provides high-level administrative support to Project Management staff; participates in and provides staff support for a variety of committees, boards, and commissions; prepares and presents staff reports, presentations, and other correspondence as appropriate and necessary.
  • Responsible for ensuring that projects in the District’s project management software (Smart Sheet) have accurate and current data, which includes project detail information, forecast schedule, completed tasks, and future funding requests. S/he follows-up with Project Managers as needed and performs the data entry for new and/or ongoing projects in compliance with the District’s Project Management policies and procedures.
  • Prepares and presents comprehensive technical, administrative, and financial analytical and statistical reports for Division/Department activities that present and interpret data, identify alternatives, and present and justify conclusions, forecasts, and recommendations based on data summaries and other findings.
