Bechtel is working for Northrop Grumman Corp. to deliver the Engineering, Manufacturing, and Development (EMD) portion of the Sentinel Program, a system of inter‑continental ballistic missiles and launch infrastructure. GBSD is a vital U.S. Air Force program designed to modernize the nation’s aging inter‑continental ballistic missile force. As part of the Northrop Grumman GBSD nationwide team, Bechtel is providing launch infrastructure design, construction, and integration.

The Project Engineer reports to the Project Engineering Manager and is responsible for the design development of project facilities, ensuring all systems, structures, and components meet design requirements and comply with client and end‑user review and approval. The role supervises multidisciplinary engineering activity on the Sentinel project, coordinating site‑specific engineering activities, resolving comments, and managing the application of standard planning tools and processes.

• Directs and coordinates engineering activities for the assigned portion of the project.
• Establishes or assists in establishing the detailed project execution plan and the overall engineering budget and schedule.
• Owns the engineering elements of project capital estimates (proposals and execution) quantities and budgets.
• Performs and manages work in accordance with relevant Engineering Department Procedure Instructions (EDPs), design guides, and Bechtel Standard Application Programs (BSAPs).
• Develops design and procurement schedules, establishes engineering budget and schedule for portions of a project or task.
• Prepares project procedures as required.
• Coordinates engineering effort with Engineering, Procurement, Operations, Startup, Environmental Safety and Health (ES&H), Client Regulators and Project Controls.
• Reviews and approves design documents, change orders, material requisitions and specifications for construction or procurement use.
• Supervises the preparation of, reviews and endorses bid analyses and recommendations for procurement of equipment, material and services within the Engineering scope.
• Coordinates activities among the design groups on the project.
• Initiates requests for specialized professional services and coordinates with procurement, construction, startup, project controls and estimating to ensure alignment of data and deliverables.
• Initiates Bechtel/Client correspondence related to the engineering portion of the contract.
• Reviews project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
• Manages flow of information from third parties to assure timely progress of the engineering work.
• Prepares or directs preparation of project studies, reports, forecasts, special engineering reports and plant data book.
• Communicates complex technical issues and recommends solutions to client, project and functional management.

• Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design documentation comply with project Quality Assurance plan and procedures.
• Manages complex organizational interactions that evolve from the participation of several Bechtel entities on the project or from client‑established relationships with other contractors.
• Plays part of the management team to solve problems and direct resources to ensure project priorities are addressed.
• Performs constructability reviews with Construction and incorporates recommendations.
• Generates Smart Staff updates, requisition postings and coordinates staffing with HR/Functional.
• Coordinates and updates engineering project risks, opportunities and treatment plans and customer interfaces for package comments and administrative coordination of releases with prime contracts.
• Supports control account manager reporting, metrics, scheduling and baselining activities for EVMS compliance, and engineering status and performance reports to Bechtel Management and customer personnel.
