RECREATION DIRECTOR
DEPARTMENT: Public Services
DIVISION: Recreation
PAY GRADE DD180: $ - $ Annual Salary
FLSA STATUS: Exempt, Non-Merit, Full-Time, Eligible for Benefits
GENERAL PURPOSEThis position directs, manages, supervises, and coordinates the programs and activities of the Recreation Division within the Public Services Department. The position provides highly responsible and complex administrative support to the Public Services Executive Director. Receives general directions from the Public Services Executive Director. Exercises direct supervision over professional, technical, and clerical staff.
ESSENTIAL JOB FUNCTIONS- Assume management responsibility for all services and activities of the Recreation Division, including senior citizens services, youth and adult sports, special events, Lorin Farr Pool, Marshall White Center, Golden Hours Senior Center, Community Center North, recreation facilities maintenance, and operations.
- Manage and participate in developing and implementing goals, objectives, policies, and priorities for assigned programs.
- Recommend and administer policies and procedures.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
- Recommend, within departmental policy, appropriate service and staffing levels.
- Plan, direct, coordinate, and review the work plan for the Recreation Division.
- Assign work activities, projects, and programs.
- Review and evaluate work products, methods, and procedures.
- Meet with staff to identify and resolve problems.
- Select, train, motivate, and evaluate Recreation Division personnel.
- Hire and process termination recommendations.
- Provide or coordinate staff training and work with employees to correct deficiencies.
- Implement discipline and termination procedures.
- Oversee and participate in developing and administering the recreation program's annual budget.
- Direct the forecast of funds needed for staffing, equipment, materials, and supplies.
- Monitor and approve expenditures and implement adjustments as needed.
- Serve as liaison for the Recreation Division with other city departments, divisions, and outside agencies.
- Negotiate and resolve sensitive and controversial issues.
- Serve as staff on various boards, commissions, and committees.
- Prepare and present staff reports and other necessary correspondence.
- Provide responsible staff assistance at the Community Services office.
- Oversee and participate in the design, preparation, and distribution of Recreation Division publicity, including brochures, press releases, flyers, and printed schedules.
- Ensure adequate funding for recreation programs.
- Write grant proposals as necessary.
- Conduct a variety of organizational studies, investigations, and operational studies.
- Recommend modifications to Recreation Division programs, policies, and procedures as appropriate.
- Attend and participate in professional group meetings.
- Stay abreast of new trends and innovations in the field of recreation program development.
- Respond to and resolve complex and sensitive citizen inquiries and complaints.
- Participate in safety and risk management activities; take action to reduce liability to the city.
- Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with coworkers and supervisors. Additionally, employees are expected to communicate in person with the public during office hours and utilize on-site equipment.
- Perform other related duties as required/assigned.
- Minimum of five years of direct programming experience in municipal recreation, including at least five years of experience managing full-time municipal recreation staff.
- Equivalent to a Bachelor's Degree in Recreation Administration, Public Administration, Business Administration, or a related field.
- An equivalent combination of the above-stated work experience and education is acceptable.
- Possession of, or ability to obtain, a valid Utah Driver's License.
- Employees will be required to complete NIMS IS100, IS200, IS700, IS800, IS701, IS703, IS706, IS2200. Within two years from the date of hire, ICs
