Education, Training, and/or ExperienceA minimum of 4 years utilities contract experience required. Prior management experience required. A bachelor's degree in business management preferred.
Language SkillsAbility to read, understand and interpret contracts; write contracts; read, understand and interpret telecommunication construction sheets, maps, and plant records; interpret instructions, business documents, correspondence, and memos; write complex business correspondence; effectively present information in one‑on‑one and small group situations to customers, clients, and other employees of the organization.
Mathematical SkillsAbility to compute rate, ratio, and percentages; work with mathematical concepts such as probability and statistical inference.
Reasoning AbilityAbility to understand utility construction concepts as it relates to telecommunications design criteria, contract requirements and engineering specifications; understand RUS OSP construction standards and unit definitions; solve practical problems; interpret instructions in written, verbal, diagram, or schedule form.
Computer SkillsKnowledge of internet software, project management software, spreadsheet and word processing software.

OtherSkills and Abilities
Ability to manage highly confidential information; strong organizational skills; meet both internal and external deadlines.
Travel may be required.
