The Workers’ Compensation Surveillance Specialist (WCSS) provides investigative and surveillance support to federal Office of Inspector General (OIG) Special Agents investigating suspected workers’ compensation fraud, including claimant fraud and medical provider fraud. This role supports investigations related to the Injury Compensation (IC) Program and focuses on information gathering, surveillance activities, and documentation of findings.
The WCSS works closely with OIG Special Agents, U.S. Postal Service (USPS) personnel, the U.S. Department of Labor Office of Workers’ Compensation Programs (DOL-OWCP), and other federal, state, and local partners. Investigations are often complex, labor-intensive, and long-term in nature.
Essential Duties and ResponsibilitiesThe Workers’ Compensation Surveillance Specialist will:
- Review and analyze employment, injury compensation, and medical data maintained by DOL, USPS, and other authorized sources to gather information and evidence related to suspected loss of postal funds and/or assets within the IC Program.
- Conduct physical and technologically assisted surveillance activities of suspect claimants at the direction and in coordination with the Contracting Officer’s Representative (COR) or assigned case agent.
- Analyze data using computer systems and software to identify potential indicators of fraud or misuse of IC Program funds.
- Support OIG Special Agents by conducting background research and interviewing potential witnesses in accordance with investigative guidelines.
- Coordinate with USPS safety, health, and injury compensation personnel, USPS OIG staff, DOL-OWCP claims examiners, and other federal, state, and local agencies to gather relevant information and evidence.
- Request and perform criminal history, driver’s license, and insurance record checks, as authorized.
- Conduct limited, unaccompanied interviews to obtain background information in support of surveillance activities; conduct formal interviews only in coordination with or accompanied by the assigned case agent, as required.
- Prepare detailed oral and written reports documenting surveillance activities, findings, and completed tasks.
- Conduct cameo appearances and other investigative support activities as directed.
- Provide oral or written testimony at administrative hearings, judicial proceedings, and civil or criminal court proceedings, as required.
- Maintain compliance with investigative protocols, evidentiary standards, and federal requirements.
- Minimum 5 years of prior law enforcement experience
, including experience conducting physical and electronic surveillance and interviews. - Knowledge of laws of evidence and investigative procedures.
- Strong analytical skills, including the ability to analyze records and elicit factual information.
- Strong computer skills and experience using investigative or data systems.
