Position Summary

The Manager of Budget-Federal Programs reports to the Director of Budget-Federal Programs and is responsible for managing the Budget team's operations including: developing and monitoring the District's financial budget in compliance with the School Budget Act, supporting administration of the District's organizational management for all employee positions, maintaining compliance with federal program activity, claims processing and reporting, and ensuring the SAP financial system complies with State Department of Education validation rules, board policy, federal and state law, and GAAP.

Duties
  • Assist with the development and monitoring of the District's financial budgets in compliance with the School Budget Act, ensuring the District's budgetary controls are functioning.
  • Perform organizational management maintenance actions for all approved employee positions.
  • Review federal program activity, post necessary journal entries, and file claims in compliance with appropriate internal controls and federal program guidelines.
  • Maintain OCAS (Oklahoma Cost Accounting System) codes and validation rules within SAP.
  • Review and update the department webpage and applicable components of the School Finance webpage so they contain complete, accurate, and current procedures and instructions.
  • Develop and present training related to department specific functions to all applicable district personnel.
  • Maintain complete and accurate department/desktop manuals in sufficient detail for training and backup purposes.
  • Remain current through self‑study or sponsored professional development, keep informed of business and financial laws, policies, and regulations affecting the business affairs of the District, and monitor for adherence and compliance.
  • Share responsibilities of other members of the department/division during peak periods, overload of duties or when an individual is away from the workstation; cross‑train with co‑workers to serve as department backup.
  • Act as liaison between SAP provider, consultants and district staff, identify configuration changes that enhance system functionality, and perform system testing for mandated/requested configuration maintenance and updates.
  • Identify and recommend improvements to policies, regulations, and procedures to achieve maximum accuracy, efficiency and internal control.
  • Plan and manage staff assignments and workflow, prioritizing tasks to meet deadlines, training and coaching staff, performance management, evaluation, and recognition, and promote professional development; liaise between staff and Director.
  • Support the department's activities of the annual financial audit.
  • Assist with documentation, maintenance and completion of closing processes (monthly, quarterly or annually) to ensure accurate financial reporting.
  • Prepare and review balance sheet reconciliations documenting identified variances and resolutions; elevate unforeseen variances as appropriate.
  • Prepare or review department monthly/quarterly/yearly financial statements and reporting for internal and external use.
  • Respond and provide documentation and analytical information as requested by management, external auditors, internal investigation teams or when issues are identified for further review.
  • Maintain and develop positive relationships with external and internal customers and other departments, providing virtual customer service and robust website resources for 24/7 access where possible.
  • Manage resources and technology to maximize efficiencies and savings.
  • Utilize teamwork by working collaboratively with fellow employees and others to achieve identified goals and objectives.
  • Maintain confidentiality with all sensitive information.
  • Develop interpersonal relations by building productive rapport with employees at all levels within and outside the department; treat all employees with fairness, dignity and respect.

Job Specifications

Minimum Qualifications
  • Bachelor’s degree in accounting, finance or business administration with an emphasis on accounting/finance.
  • Five (5) years of financial accounting experience.
  • Excellent verbal and written communication skills and the ability to interact professionally with diverse groups, executives, managers, and subject matter experts.
  • Expert Excel skills with the ability to create complex spreadsheets with minimal oversight.
  • Proven ability to conceptualize, think independently and handle multiple projects through to completion.
  • Experience working collaboratively with key players in establishing goals, objectives and action plans to produce expected outcomes.
