Position: Programs Manager III - OKDHS ONLY

THIS POSITION IS OPEN TO CURRENT OKDHS EMPLOYEES ONLY.

This position is located in Oklahoma City,Oklahoma.

Travel is Occasional:
Must possess a valid driver's license and must maintain required care insurance.

Minimum Qualifications
  • A master's degree and two years of professional experience
  • OR a bachelor's degree and three years of professional experience.
  • OR an equivalent combination of education and experience, substituting one year of professional-level experience in the above-listed areas for each year of the required education
Job Responsibilities
  • In compliance with the Administrative Procedures Act (APA), coordinate Adult and Family Services (AFS) rules making process.
  • Educates other groups in AFS on the APA requirements.
  • Read, understand, research, interpret, and maintain familiarity with federal law and federal law changes. The selected individual must be able to comprehend federal law in the United States Code, Code of Federal Regulations, and Federal Register.
  • Amend and create policy and forms to comply with changes in federal or state law, ensure quality and accuracy, and meet the division's needs.
  • Ensures policy and forms adhere to plain language principles and Secretary of State requirements.
  • Serves as the primary author of AFS policy drafts, memos, and rule impact statements.
  • Lead the AFS Policy and Forms Committee.
  • Work with AFS program and system staff to ensure policy changes are implemented.
  • Tracks proposed state legislation to evaluate its impact on AFS programs.
  • Identifies and maps state options in federal law, and makes recommendations about ways AFS programs may improve its management, quality and accuracy, or customer service.
  • Possesses and maintains a familiarity with how all AFS programs operate.
  • Lead the AFS Inquiry group to ensure Director's Hotline calls, inquiries from state legislators, and other customer-related escalations receive prompt and adequate responses.
