SummaryThis position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure and is located in the DISA-DBC/SERVICES DEVELOPMENT DIRECTORATE.
Duties- Directs extensive and comprehensive data analysis to identify potential risk areas in order to mitigate operational failures of fielded software.
- Performs comprehensive needs analyses to define opportunities for new or improved business process solutions.
- Develops and initiates projects in cyber, innovation, enabling technologies, technical investigations, business process improvements, and standardizations.
- Provides occupational, technical, and analytical advice to the staff.
- Manages an area of specialized systems software technology, such as database management and life cycle development systems, involving the design and development of applications and the management of information as a resource.
- Must be a U.S. Citizen.
- Males born after 12‑31‑59 must be registered or exempt from Selective Service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
Basic Requirements: Applicants must have IT‑related experience demonstrating the following competencies appropriate to, or above, the level of this position.
- Attention to Detail – experience reviewing one's own IT work or data and responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
- Customer Service – developing and maintaining relationships with customers, anticipating and assessing current and future IT needs, and developing or identifying IT products or services tailored to meet customer needs.
- Oral Communication – briefing senior‑level management and IT staff on the status of IT systems, projects, or daily operations, including communicating complex technical information to a non‑technical audience.
- Problem Solving – identifying alternatives to address unique, highly complex, or sensitive IT issues, anticipating problems, and evaluating potential sources of information to generate alternative solutions.

Experience:
To qualify at the GG‑14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position, including defining issues and problems and advising on all phases of information systems or governing policies and procedures, planning and delivering IT services, or implementing strategies for delivering business IT system requirements. All qualifications must be met within 30 days after the closing date of this announcement.
There is no substitution of education for the qualifying experience at the GG‑14 grade level.

- Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and DoDI 1400.25, Volume 3006.
- A three‑year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
