Director of Information Technology

The Oklahoma Medical Marijuana Authority (OMMA) is seeking a full-time Director of Information Technology. This state position offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The annual salary for this position is up to $115,000 based on education and experience.

Position Summary

The Director of Information Technology (IT) provides strategic and operational leadership for enterprise technology services, ensuring alignment with organizational goals and public service delivery. This role oversees cross‑functional IT teams, manages large‑scale modernization initiatives, and maintains secure, efficient, and innovative technology across the enterprise.

Position Responsibilities
  • Develops and executes IT strategies that support digital transformation, data enablement, and operational efficiency.
  • Aligns IT initiatives with business objectives and statewide technology modernization goals.
  • Serves as a key advisor to executive leadership on technology trends, risks, and opportunities.
  • Leads multiple IT teams (e.g., Application Development, Infrastructure, Cybersecurity, Data Services).
  • Oversees the delivery and support of 15–30 enterprise applications and platforms.
  • Ensures compliance with IT governance, security, and procurement policies.
  • Directs large‑scale IT projects, including cloud migrations, legacy system replacements, and platform integrations.
  • Monitors project performance, budgets, and resource allocation.
  • Champions agile and product‑centric delivery models.
  • Manages and mentors IT managers and technical leads.
  • Fosters a culture of innovation, accountability, and continuous improvement.
  • Supports workforce development through training, upskilling, and succession planning.
  • Collaborates with agency leaders, vendors, and external partners to deliver citizen‑centered solutions.
  • Represents IT in executive forums, legislative briefings, and interagency initiatives.
  • Other duties as assigned.
Education and Experience

Completion of a bachelor’s degree in information systems, computer science, or a closely related field and eight years of progressive IT leadership experience, including management of cross‑functional teams. Applicants must also demonstrate proven experience in enterprise architecture, cloud platforms (Azure, AWS, GCP), and established cybersecurity frameworks.

Preferred Qualifications

Master’s degree in information systems, computer science, or a closely related field.

Knowledge, Skills, and Abilities

Knowledge of public sector IT governance and procurement processes; computer operations and telecommunication networks; application program design specifications; system development procedures; data processing hardware and software functions; agency standards and procedures; security and control methods; business and public administration principles; documentation standards for information technology; planning techniques. Ability to direct the work of others, coordinate activities and resources within or between units, assess and evaluate performance of computer operating systems, communicate effectively, and maintain effective working relationships with others.

Skills required include excellent verbal and written communication; negotiation; and stakeholder management.

Physical Demands and Work Environment

Work is typically performed in an office setting with climate‑controlled conditions and exposure to moderate noise levels. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms. This position requires long periods of sitting and daily use of computer and phone.
