The Old Bridge Township Redevelopment Agency is seeking qualified candidates forthe position of Part-Time Executive Director. The Executive Director is responsible for the administration and coordination of the Agency's activities in accordance with the New Jersey Local Redevelopment and Housing Law, N.J.S.A.40A:12A-1 et seq., applicable regulations, Agency policies, and the direction of the Redevelopment Agency Commissioners.
Thisis a part-time position, 20 hours per week, with a flexible schedule based uponthe operational needs of the Redevelopment Agency, including attendance at Agency meetings and coordination with Township officials, professionals,property owners, developers, and other parties involved in redevelopmentactivities. The Executive Director shall serve at the discretion of the Redevelopment Agency Commissioners in accordance with N.J.S.A. 40A:12A-12 and all other applicable laws and regulations.
RESPONSIBILITIES- The Executive Director shall serveas the chief administrative officer of the Redevelopment Agency and shallperform duties including, but not limited to:
- Administering and coordinating the activities and business of the Redevelopment Agency;
- Serving as Secretary to the Redevelopment Agency as required by N.J.S.A. 40A:12A-11;
- Implementing the policies,directives, resolutions, and actions authorized by the Redevelopment Agency Commissioners;
- Coordinating redevelopment matters with Township Administration, Planning, Engineering, Finance, Legal, and othermunicipal departments and professionals;
- Coordinating with developers,property owners, consultants, financial professionals, attorneys, planners,engineers, governmental agencies, and other parties involved in redevelopmentprojects;
- Assisting with the implementation and administration of redevelopment plans, redevelopment agreements, financialagreements, and other Agency initiatives;
- Monitoring the status and progress of redevelopment projects and providing regular updates to the Agency Commissioners;
- Assisting in the preparation ofmeeting agendas, resolutions, reports, correspondence, and other Agencydocuments;
- Attending meetings of the Redevelopment Agency and other meetings as necessary;
- Assisting with the preparation and administration of the Agency's budget and financial matters in coordination with the Agency's Chief Financial Officer and other professionals;
- Ensuring that Agency operations are conducted in accordance with applicable State statutes, regulations, policies,and reporting requirements;
- Assigning and supervising Agencyemployees, if applicable, in accordance with N.J.S.A. 40A:12A-12; and Performing other duties and responsibilities as may be assigned by the Redevelopment Agency Commissioners and permitted by law.
- In accordance with N.J.S.A. 40A:12A-12, applicants must:
- Possessa degree from an accredited four-year college or university; and
- Havea minimum of five (5) years of experience in public administration, public finance, realty, or similar professional employment.
- Amaster's degree in an appropriate program may substitute for two (2) years ofthe required experience, as permitted by State law.
- Candidates must satisfy all applicable qualification, certification, and training requirements established by the New Jersey Department of Community Affairspursuant to N.J.A.C. 5:44.
- Appointmentshall be subject to review and certification of the candidate's qualifications by the New Jersey Department of Community Affairs, as required by applicable law and regulation.
- Experience in municipal government, redevelopment, economic development, land use,planning, real estate, public finance, or community development;
- Knowledge of the New Jersey Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1et seq.;
- Experience working with redevelopment plans and agreements, PILOT/financialagreements, developers, municipal professionals, and governmental agencies;
- Familiarity with New Jersey local government budgeting, procurement, public meetings,ethics, and financial requirements;
- Strong organizational, communication, negotiation, and project-management skills;and
- Experience working with municipal governing bodies, boards, commissions, authorities,or redevelopment agencies.
