Role Overview

Are you passionate about protecting the public, supporting local businesses and ensuring compliance with licensing legislation?

We are looking for a motivated and customer-focused Licensing Officer to join Oldham Council's Licensing Team. This is an exciting opportunity to work within a busy regulatory service that plays a key role in safeguarding residents and supporting licensed businesses across the borough.

As a Licensing Officer, you will undertake a varied workload involving inspections, investigations, enforcement activity and the provision of advice to residents, businesses and licence holders. You will work across a range of licensing functions, including taxi and private hire licensing, premises licensing and other regulated activities, helping to ensure compliance with relevant legislation and Council policies.

The role requires strong communication and problem-solving skills, as you will regularly engage with members of the public, business owners, elected members and partner agencies. You will investigate complaints, gather and assess evidence, prepare reports and support legal proceedings where necessary. You will also contribute to service improvements and work collaboratively with partners to address local issues and improve outcomes for communities.

We are looking for someone who is committed to delivering high-quality customer service, can work effectively in challenging situations and has the ability to make sound decisions based on evidence and legislation. In return, we offer a supportive team environment, opportunities for professional development and the chance to make a meaningful contribution to the safety and wellbeing of Oldham's communities.

If you are proactive, resilient and committed to high standards of public service, we would welcome your application.

Key Responsibilities
  • Carry out inspections of licensed vehicles, premises and commercial activities to ensure compliance with legislation, licence conditions and Council policies.
  • Investigate complaints, service requests and suspected criminal or civil infringements, gathering and assessing evidence as required.
  • Provide advice, guidance and assistance to residents, licence holders and businesses on licensing matters.
  • Prepare reports, representations and case files to support enforcement action, reviews and legal proceedings.
  • Work collaboratively with partners and local communities to support neighbourhood problem-solving and regulatory compliance.
Key Requirements
  • Experience of working in or with a licensing service and an understanding of the role of licensing authorities in regulation.
  • Ability to analyse information, manage competing priorities and respond effectively to challenging or confrontational situations.
  • Ability to communicate clearly with customers, stakeholders and members of the public, providing advice in accurate spoken English.
