About the Opportunity

As an Infrastructure Planner
, you will support the agency’s Planning and Project Delivery functions in alignment with RCW 79.24.720, ensuring effective long‑range facility planning, capital budget coordination, and policy development. You will contribute to the stewardship of the State Capitol Campus and other DES‑managed properties by leading or assisting with facilities‑related planning and technical assignments. Your work will include developing and implementing long‑range facility plans, preparing capital budget proposals, participating in meetings and outreach efforts, and performing financial, budgetary, and administrative activities to support strategic facilities management.

Duties
  • Develops and implements long‑range operational and capital facility plans, including the Comprehensive 10‑Year Capital Plan, for the State Capitol Campus and other DES‑managed properties.
  • Collaborates with stakeholders, client agencies, OFM, and DES divisions to establish shared goals, policies, and strategies for facility management, space utilization, and modernization efforts.
  • Conducts site inspections, collects and analyzes campus‑wide planning data, and prepares conceptual scopes, schedules, and cost estimates for planning, construction, and maintenance projects.
  • Ensures alignment of building improvements, predesigns, and project plans with long‑range strategic and tactical implementation plans.
  • Prepares recommendations for biennial operating and capital budgets, assists with budget development, and coordinates capital planning activities with OFM and other agencies.
  • Represents DES in reviewing and providing recommendations on local and regional long‑range plans, studies, and reports from municipalities and partner organizations.
  • Supports development and updates of the State Capitol Comprehensive Plan and other long‑range planning activities by reviewing facility condition data, assessing capital needs, and considering historic preservation and cultural resource impacts.
  • Participates in agency capital budget planning by preparing documentation, analyzing data, reviewing proposals for historic and cultural considerations, and supporting advisory committees in the budget process.
  • Coordinates and prepares materials for agency‑sponsored meetings, outreach events, and stakeholder engagements, ensuring accurate messaging in collaboration with DES’ Marketing and Communications team.
  • Represents DES at tribal, federal, state, regional, and local meetings, fostering positive relationships with officials, stakeholders, and the public, and collaborating with internal teams to develop communication plans and surveys.
  • Assists with budget preparation and reporting, reviews fiscal data to maintain positive budget positions, monitors project compliance with scopes and allocations, manages contracts to ensure quality and adherence to terms, and creates data visualizations for planning documents.
  • Other duties as needed.
Qualifications
  • Seven (7) years of experience in civil design, engineering, planning, or a related field. At least three (3) years of this experience demonstrated at the professional level is required.

    NOTE:

    A mix of education in civil engineering, construction management, architecture, planning, or closely related field and relevant experience totaling seven (7) years will also qualify.
  • Demonstrated experience reading and interpreting site plans, property descriptions, landscaping plans, maps, drawings, charts, graphs, statistical data, and engineering designs.
  • Utilizing civil engineering concepts, practices, and procedures as applied to government civil engineering projects.
  • Utilizing the theories, principles, fundamentals, and practices of facility management, building system operations, and facility planning techniques, and asset management.
  • Demonstrated knowledge of state public works laws and other regulations concerning construction and use of facilities.
  • Demonstrated knowledge of the laws, policies, standards and practices related to facility and assets planning and management.
