Opportunity

WSDOT’s Development Division is seeking a Transportation Technical Engineer (TTE) to fill the WSDOT Design Manual Steward vacancy in Olympia, WA. In this role, you will develop and implement design policy, guidance, and procedures with a focus on geometrics, roundabout design, and multimodal solutions. This position will serve as a subject‑matter expert in highway design, provide oversight, project support, and training to ensure designers apply policy effectively and develop solutions that meet transportation needs.

This role advances WSDOT’s strategic initiatives and promotes integration of state‑of‑the‑art practices through policy development and project outreach.

What to Expect

Among the varied range of responsibilities held within this role, the Design Manual Steward will:

  • Organize, direct, coordinate, and perform tasks associated with the development of design policies, guidance, and standards.
  • Perform and support research, outreach, and collaborative processes that promote consensus and/or mutual understanding in the development of new policies and policy changes.
  • Evaluate new and/or innovative approaches to be considered in policy and guidance updates.
  • Write and support others writing new policy, and revise existing policy, in preparation for approval, publication, and archiving, updating and maintaining the WSDOT Design Manual and other WSDOT publications.
  • Participate in work planning of the unit and management of the policy and guidance development process.
  • Work independently, appropriately engaging management and stakeholders to seek concurrence in establishing policy direction.
  • Prepare written responses to policy review comments.
  • Develop, and oversee the development of training materials and conduct training sessions on specialized technical topics related to projects.
  • Support staff in the development of geometric design policy, guidance, and project support.
Qualifications

To be considered for this opportunity, the following are required:

Knowledge of Highway and Multimodal Design Principles
  • Advanced understanding of geometric and multimodal highway design, including federal and state transportation design laws, regulations, and policies.
  • Familiarity with methods for developing and revising statewide design policy and guidance, technical writing and document control, policy research, analysis, and evaluation, as well as effective communication, training, and stakeholder engagement principles.
Technical Communication Skills
  • Experience preparing and delivering presentations, developing and revising technical policy and guidance documents, and conducting research and analysis to support design policy decisions.
  • Skilled in presenting technical information clearly in written, verbal, and graphical formats to both technical and non‑technical audiences.
Relationship Building & Collaboration
  • Ability to establish and maintain effective working relationships with customers, suppliers, coworkers, and representatives of other agencies to support policy implementation and project coordination.
Application of Standards and Policy Guidance
  • Ability to interpret and apply engineering standards and policy guidance to complex and varied design issues.
  • Skills to conduct quality reviews of others’ work and provide constructive feedback, review and interpret technical studies and reports, and plan and coordinate multiple policy and communication projects concurrently.
