The Forecasting Unit is currently recruiting for a process‑oriented Revenue Forecasting Analyst with the ability to pivot quickly as priorities change.

The Department of Licensing is one of the most public‑facing state agencies and the second largest revenue‑generating agency in Washington State. We regularly interact with over 6 million Washingtonians and collect nearly $3.3 billion in taxes and fees annually. Duties

As a Revenue Forecasting Analyst, you will be conducting research into major economic trends, transportation funding mechanisms, agency‑wide revenue collections and related transactions critical to statewide transportation and public safety agencies/programs. Your attention to detail will be key to your success as you prepare and monitor revenue forecasts for assigned revenue streams. This includes the design and implementation of econometric and simulation models, as well as staying up to date with major economic and demographic trends.

You will be providing revenue impact analysis of legislation and policy initiatives on DOL’s revenue collections for transportation and public safety programs. Much of your day will be spent working independently. The work you will do is critical and will have significant implications for DOL’s credibility, because the Office of Financial Management (OFM), legislative staff, and other agencies rely on the information for financial planning, including bond issuances.

Some of what you will do:

  • Analyze and review proposed legislation, policies, or initiatives on matters of statewide taxes/fees.
  • Responsible for the implementation and integration of the Unit’s process improvement efforts related to data/reporting and emerging forecasting data needs.
  • Maintain forecasting data integrity and perform complex data analyses providing information critical to executive management decisions.
  • Evaluate tax policies and proposals as to their impact on state revenue and agency program operations.
  • Respond to legislative and executive management inquiries.

Qualifications What you will bring
  • Eight (8) years of professional experience in business economics, public finance, public administration, forecasting, economic analysis, tax administration, auditing, collection, or program/policy analysis.

Experience must include:

  • One (1) year of professional or educational data analysis experience using or applying math and or statistics.
  • One (1) year of professional or educational experience using research skills in problem solving.
  • Two (2) years of experience using Microsoft Excel to include macros, linked/files and pivot tables and ability to synthesize complex information into concise charts and/or fact sheets.
  • Two (2) years in the following programs:
  • Outlook:
    Compose and respond to email messages, utilize calendars/ meeting request functions.
  • Word:
    Create, format, edit, preview, print, and save documents, using standard functions to select, edit, copy, paste, format, and spell check text. Create bulleted and numbered lists, indent and align paragraphs, and use bordering and shading features.
