Information Technology Services Division is announcing a Data Management Specialist (IT Data Management – Senior/Specialist) in Olympia, WA. The position reports to the LEEADS and Data Analytics Services Manager in the WSLCB’s ITSD.

• Collaborate with cross‑functional teams to support governance for complex database systems.
• Develop data solutions that meet access, security, and quality controls.
• Build and maintain reports through custom and BI solutions.
• Act as a database developer, taking business requirements to design, develop, test, normalize, install, and implement agency databases and data interfaces.
• Write scripts for automated backups, replication, and ETL processes.
• Lead the definition and monitoring of key data to agreed standards.
• Schedule and lead joint Data Management working groups and report to Council.
• Develop and maintain Data Management policies and strategy.
• Establish quality metrics and measurement processes.
• Define profiling, cleansing, and standardization processes.
• Create and maintain current and future state data architectures.
• Define and manage standards, guidelines, and processes for data quality.
• Oversee end‑to‑end data life‑cycle management activities.
• Work with IT teams, business analysis, and data analysis teams to understand data consumption needs.
• Mentor, train, coach, counsel, and motivate junior developers and technical staff.
• Review and approve code modifications before user‑acceptance testing and production migration.
• Plan, design, and document application components.
• Deploy code in accordance with the WSLCB deployment release strategy.
• Ensure accurate definition and representation of data objects, entities, and relationships in conceptual, logical, and physical models.
• Normalize data to 3NF, define keys and stored procedures, and manage views, indexes, and permissions.
• Identify missing or redundant data and remediate using best practices.
• Develop a database modeling schema including location, storage, and technology for projects.
• Collect descriptive statistics and tag data with keywords, descriptions, and categories.
• Perform data quality assessments and evaluate metadata accuracy.
• Collaborate with data owners to understand legacy system data design and business requirements.
• Collaborate with functional teams to design target system data and address new requirements.
• Develop data conversion and migration plans with scope, resources, and timelines.
