Information Technology Services Division is announcing a Data Management Specialist (IT Data Management – Senior/Specialist) in Olympia, WA. The position reports to the LEEADS and Data Analytics Services Manager in the WSLCB’s ITSD.
Responsibilities- Collaborate with cross‑functional teams to support governance for complex database systems.
- Develop data solutions that meet access, security, and quality controls.
- Build and maintain reports through custom and BI solutions.
- Act as a database developer, taking business requirements to design, develop, test, normalize, install, and implement agency databases and data interfaces.
- Write scripts for automated backups, replication, and ETL processes.
- Lead the definition and monitoring of key data to agreed standards.
- Schedule and lead joint Data Management working groups and report to Council.
- Develop and maintain Data Management policies and strategy.
- Establish quality metrics and measurement processes.
- Define profiling, cleansing, and standardization processes.
- Create and maintain current and future state data architectures.
- Define and manage standards, guidelines, and processes for data quality.
- Oversee end‑to‑end data life‑cycle management activities.
- Work with IT teams, business analysis, and data analysis teams to understand data consumption needs.
- Mentor, train, coach, counsel, and motivate junior developers and technical staff.
- Review and approve code modifications before user‑acceptance testing and production migration.
- Plan, design, and document application components.
- Deploy code in accordance with the WSLCB deployment release strategy.
- Ensure accurate definition and representation of data objects, entities, and relationships in conceptual, logical, and physical models.
- Normalize data to 3NF, define keys and stored procedures, and manage views, indexes, and permissions.
- Identify missing or redundant data and remediate using best practices.
- Develop a database modeling schema including location, storage, and technology for projects.
- Collect descriptive statistics and tag data with keywords, descriptions, and categories.
- Perform data quality assessments and evaluate metadata accuracy.
- Collaborate with data owners to understand legacy system data design and business requirements.
- Collaborate with functional teams to design target system data and address new requirements.
