IT Project Manager
Overview
GovCIO is currently hiring for a Software License Manager to manage the lifecycle of all subscription-based software. This position will be located at Hill Air Force Base, UT, and will be remote.
ResponsibilitiesResponsible for overseeing the acquisition, management, and compliance of software licenses within the program. Ensure software usage adheres to licensing agreements and legal requirements, optimize costs, and mitigate risks associated with software licensing. This includes tracking licenses, managing renewals, conducting audits, and optimizing software usage to reduce costs. Act as a liaison between the organization, vendors, and other stakeholders to ensure efficient and compliant software deployment.
Serve as the primary point of contact for software vendors, building and maintaining positive relationships, fostering open communication, addressing vendor inquiries and concerns, and advocating for the organization during contract negotiations. Cultivate vendor relationships to leverage opportunities for discounts, incentives, and favorable licensing terms.
- Software License Managers (SLMs) manage the full lifecycle of software licenses across the enterprise, including license discovery, entitlement tracking, renewal coordination, audit readiness, and compliance enforcement.
- Collaborate with procurement teams, vendors, and cybersecurity stakeholders to optimize licensing usage and reduce cost while maintaining DoD compliance.
- Procure software licenses, negotiate vendor contracts, and ensure the organization has the necessary licenses to support operations.
- Understand software needs of departments, evaluate licensing options, and make decisions aligned with budget and goals.
Bachelor’s degree with 5–8 years of experience (or commensurate experience).
Required Skills and Experience- Clearance Required:
Secret - 3–5 years in software asset/license management in a federal or DoD environment
- Familiarity with DoD ESI agreements and DoD IN software rationalization policies
- Experience with license optimization tools (e.g., Flexera, SNOW, Service Now SAM)
- Extensive knowledge of software asset management and related tools/technologies
- Experience in software license inventories and documentation of license ownership/purchase
- Experience in managing supporting documentation for software license management (e.g., user manuals, purchase docs)
- End License Agreements (UELA) knowledge; identifying unused or underutilized licenses
- CompTIA Security+ or equivalent DoD 8570 IAT Level II certification
