Job Description

The salary for this position is: $6,898.00 – $9,175.00 monthly.

The Community Planning & Economic Development (CPED) department is seeking a highly skilled and motivated Building Services Supervisor to join our Community Development Division. Under the guidance of the Community Development Manager, the Building Services Supervisor is responsible for providing supervision and general oversight related to all aspects of plan review, building inspection, fire safety, floodplain management, and emergency response. This role is responsible for inspection standards, code interpretation and drafting of ordinances and policies as necessary.

This role also develops short and long‑range goals, work plans and objectives with measurable performance standards, and tracks program effectiveness.

  • Plans, organizes, and supervises the work of staff. Participates in the recruitment of staff, develops procedures and performance standards, establishes workloads, provides training, monitors progress, and prepares performance evaluations. Works with the Planning Manager and Operations Manager to address employee and labor relations issues and concerns.
  • Responsible for the coordination of the County’s plan review, building inspection, and fire safety assuring public safety and code compliance. Ensures goals are achieved within budgeted funds and available personnel. In collaboration with the division manager, directs changes in program priorities and schedules as needed to assure work is performed in a timely and efficient manner. May assist in the preparation and provide input for the budget of assigned operations based on resource requirements, team objectives and department goals.
  • Provides interpretation and explanation of code requirements for the department, the building community, and the public. Coordinates the section’s role in the review and tracking of building projects, fire safety and emergency response.
  • Oversees the inspection and analysis of complex building construction and equipment installation for residential and non‑residential structures, the documentation and communication of code requirements, and the issuance of certificates of occupancy when requirements have been met.
  • Oversees activities related to the requirements of the International Building Codes, Fire Code, Mechanical, Plumbing and Energy Codes, Americans with Disabilities Act, and the County and FEMA flood protection regulations.
  • May serve as the Emergency Response Coordinator for the Department. May be responsible for review, training and maintenance related to a Department‑wide Incident Command Structure. May also work closely with the County‑wide Incident Command Structure and with other state and local agencies in emergency preparedness.
  • Works with the Compliance Section in managing building, fire and flood code compliance processes which may include complaints, investigations, and enforcement actions. Oversees the development of policies and procedures to initiate and follow through on actions to correct situations of non‑compliance with applicable codes.
  • Analyzes and resolves the most complex problems that arise and provides on‑going technical expertise relating to the handling of building, fire, and emergency response issues. Responds to citizen inquiries and complaints regarding these issues.
Working Conditions
  • Working Environment – Work is performed in the office and building sites. Exposure to a variety of weather conditions may occur while driving or conducting field inspections. May be exposed to physical hazards from obstacles, heavy equipment, heights, climbing steps and ladders at construction sites, in dangerous buildings, and working in confined spaces. The incumbent is required to work carefully in buildings which may not be structurally sound, and walk on all types of terrain while performing inspections.
