Position: Stabilization and Advancement Specialist

Pacific Mountain Workforce Development Council (Pac Mtn) is a regional workforce development organization serving communities across Thurston, Lewis, Pacific, Mason, and Grays Harbor counties. We partner with jobseekers, employers, educators, community-based organizations, and public agencies to expand access to opportunity—so people can build stable, meaningful careers and communities can thrive.

About the opportunity

Some of the most important steps toward a career happen before someone is ready to apply for a job.

The Stabilization and Advancement Specialist works alongside people in Thurston County who are navigating opioid use, recovery, and other circumstances that may affect their stability, health, employment, or financial well-being. This role helps participants identify what they need now, connect with the right resources and people, and build toward the future they want.

The Specialist is part navigator, coach, relationship-builder, problem-solver, and community connector. You’ll spend time both with participants and with the organizations that support them—building trusted relationships, making connections easier to navigate, and helping ensure people don’t have to figure out complex systems on their own.

Through Pac Mtn’s Opportunity Model, participants move through three connected stages:
Stabilize, Connect, and Advance. The Specialist helps coordinate that journey alongside Pac Mtn’s Career Success Team and a broad network of community partners.

This is a nonclinical role. You won’t provide treatment, behavioral health care, or other clinical services. Instead, you’ll help participants connect with qualified providers and coordinate services when those needs arise.

Why this work matters

Employment can be an important part of long-term stability—but employment alone doesn’t resolve every challenge someone may be facing.

A person may be simultaneously navigating recovery, housing, transportation, family responsibilities, legal concerns, financial stress, health care, or other circumstances. This position helps bring those pieces together so participants can focus on their priorities, make informed choices, and move toward greater stability and economic opportunity.

Success in this role isn’t about directing someone else’s path. It’s about building trust, listening, reducing barriers, strengthening connections, and helping people move forward on a path they help define.

What you'll do

Connect with people and build community partnerships

  • Build and maintain relationships with treatment and recovery organizations, behavioral health and primary care providers, housing and legal services, workforce partners, community-based organizations, justice-system partners, and others serving people who may benefit from the program.
  • Lead community outreach, strengthen referral networks, and help people understand and access available services.
  • Welcome new participants, complete intake and eligibility requirements, and work together to create individualized plans based on their strengths, needs, and goals.

Help participants build stability

  • Connect participants with resources for housing, transportation, healthcare, recovery, financial assistance, legal needs, and other essential supports.
  • Provide ongoing coaching, encouragement, and practical problem-solving as participants work toward greater stability.
  • Make warm referrals, follow through on service connections, and coordinate with providers to help participants navigate complex systems.

Support career and financial advancement

  • Partner with Pac Mtn's Career Success Team to connect participants with education, training, employment opportunities, financial coaching, and other eligible resources.
  • Help participants explore quality jobs, including fair-chance…
