Enclave Operations Manager

HDR is seeking an Enclave Operations Manager to oversee secure, controlled computing environments. The role requires a strong understanding of cybersecurity protocols and best operational practices, particularly in industries handling sensitive data such as government, finance, and defense.

Duties & Responsibilities
  • Oversee day‑to‑day operations of the secure computing environment, including access control, performance monitoring, and configuration management.
  • Coordinate relationships with third‑party vendors and service providers (MSP/MSSP) to ensure SLA compliance.
  • Enforce and monitor compliance with federal security regulations and frameworks, such as CMMC Level 2 and NIST SP 800‑171, and support related audits.
  • Coordinate with MSSP to respond to incidents and analyze logs.
  • Create and maintain detailed technical documentation for security audits, system configurations, and operational procedures.
  • Collaborate with multiple teams to streamline enclave operations, enhance productivity, and implement improvements.
  • Work with IT, HR, and compliance teams to integrate the enclave with broader business functions.
Preferred Experience & Skills
  • Minimum 5 years of progressive experience in Information Security.
  • Minimum 2 years managing a team of engineers and enterprise security platforms.
  • Working knowledge of cloud infrastructure.
  • Experience with Zero Trust Architecture and enclave segmentation.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Strong knowledge of cybersecurity technologies, protocols, and best practices.
  • Experience in risk assessment, incident response, and security operations.
  • Proven ability to lead and mentor technical teams.
  • Familiarity with regulatory frameworks, including NIST 800‑171 and FedRAMP.
  • CompTIA Security+ certification (desired).
  • Advanced oral, written, and interpersonal communication skills.
  • Strong presentation and facilitation skills.
  • Experience managing vendor agreements and tracking service levels.
  • Large‑scale technology initiative leadership experience in a matrix environment.
Required Qualifications
  • Bachelor’s degree in Business, IT, Management, or related field.
  • Minimum 7 years of experience with at least 5 years of project management experience.
  • Experience leading large teams in a matrix management environment.
  • Program management experience with significant business change.
  • Track record of establishing priorities and meeting deadlines.
  • Experience developing and managing program budgets.
  • Knowledge of business case development, cost/benefit analysis, NPV, and assessments.
  • Familiarity with compliance (regulatory, SOX, etc.) and governance issues.
  • Advanced oral, written, and interpersonal communication skills.
  • Strong presentation and facilitation skills.
  • Strong supervisory and matrix management skills to oversee delegated tasks.
  • Ability to manage large technology initiatives with distributed teams.
