Office of Administrative Solutions/Division of Financial ServicesAbout this Unit
This unit is established to manage manual timekeeping and payroll processing operations resulting from the COMPAS system transition. Operating in full compliance with the Fair Labor Standards Act (FLSA), the Family and Medical Leave Act (FMLA), and State Personnel Rules, the unit delivers centralized payroll and timekeeping support to over 5,500 employees across all Colorado Department of Human Services (CDHS) agencies, regional centers, mental health institutes, youth services, and Veterans’ Community Living Centers statewide
About the Position/s:
This position ensures accurate and timely payroll and timekeeping processing for assigned CDHS facilities following the elimination of automated data processing with our new COMPAS system. With the loss of automation, the position performs and oversees critical manual data entry, timekeeping calculations, and payroll adjustments—including processing and approving deductions, direct deposits, W-4s, pay/hour reconciliations, and state benefit interactions (health, dental, life)—while ensuring strict compliance with the Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), and Colorado State Personnel Rules across statewide department facilities.
Operating as a fully operational accountant, this position is fully accountable for the work product and supervision of three Accounting Technician IIIs and one Accountant I. The role establishes work standards, manages unit workflow, reviews and approves complex data entries, and maintains operational integrity for assigned facility timekeeping systems. Additionally, the position exercises independent judgment to analyze and resolve cross-agency payroll issues and functions as full back-up to the Payroll Manager in their absence.
Supervises payroll/timekeeping staff which could include interviewing, training, planning work schedules, leave approval and performance evaluations for assigned payroll staff. Provides payroll and timekeeping guidance for subordinates and supplies input for job performance evaluation. Approves written communications generated by the payroll/timekeeping staff for accuracy and compliance with templates. Monitors staff proficiency in the processing of payroll and timekeeping duties in order to assess the need for intervention or growth.
Provides guidance to all subordinates regarding policies and procedures.
Applies generally accepted accounting principles, federal, state and department rules and regulations to resolve non-routine issues, disputes and questions concerning hours worked, leave and overtime calculations, and payroll calculations and adjustments for employees within the assigned agencies. Reviews points in contention, negotiates and mediates a reasonable resolution. Provides guidance and expertise to staff and customers in the areas of payroll, timekeeping, benefits, FMLA, STD, timekeeping, workers compensation, PERA forms, and other related issues.
Meets with employees and/or supervisors as necessary to explain generally accepted accounting principles, timekeeping rules, regulations, policies, and procedures that apply to payroll and timekeeping functions.
