Job ProfileUnder the direct supervision of the Senior Clerk
- Billing, the Clerk A – Billing Clerk is responsible for updating customer accounts; sending and processing new service applications; responding to lawyer inquiries for final water account balances; preparing daily batch production; setting up special accounts; and performing other duties consistent with the classification.
- Update customer’s account in the Department’s billing system, including entering remarks and customer information.
- Maintain accounts up to date using actual meter readings.
- Upload electronic files to the billing system from various sources.
- Send written requests to the service address for occupants to apply for water service or to provide additional information to complete the customer’s application.
- Process completed application letters.
- Obtain meter readings to initiate new accounts: to finalize accounts and for quarterly billing.
- Prepare daily billing production output (bills, notices and meter reading request cards) for mailing.
- Update accounts to reflect Manitoba Family Services paying the water bill on behalf of the customer.
- Process returned mail.
- Provide internal courier services to branch offices.
- Provide coverage to other clerical staff within the branch, as required.
- Perform other related duties consistent with the classification, as assigned.
- High School diploma or G.E.D. supplemented by formal training in business and office procedures or equivalent combination of training and experience.
- Prior experience working in an office environment.
- Typing accuracy of at least 20 wpm (net).
- Operating a personal computer in a Windows environment, with experience using Outlook, Word, Excel and basic Synergen.
- Effective organization and prioritization skills to meet deadlines and performance standards of productivity and quality.
- Accurate mathematical calculation ability.
- Maintaining accurate records and an efficient filing system.
- Effective verbal and written communication skills with customers and internal staff.
- Following written and verbal instructions with sound judgment and minimal supervision.
- Establishing and maintaining positive working relationships with employees at all levels, external contacts, and the public, in accordance with the Respectful Workplace Standard.
- General knowledge and understanding of safe work practices.
- Maintaining confidentiality with respect to sensitive documents.
- Maintain legal eligibility to work in Canada; if possessing a work permit, ensure its validity.
- A Police Information Check satisfactory to the employer will be required from the successful candidate at their expense.
- Senior Clerk
- Billing - If this temporary position becomes permanent, the successful applicant will automatically receive the permanent position and another bulletin will not be necessary.
- Applicants will be required to undergo testing to assess their knowledge, abilities, and skills relative to the qualifications of this position.
- Ability to access, update, and process information using various software programs, including the Water and Waste billing system, within 1 to 2 months of appointment.
- Develop a working knowledge of Water By-law and Sewer By-law, Department policies and procedures related to billing, collections, and meter reading within 3 months of appointment.
- Ability and willingness to learn to perform the work of and provide coverage for the Clerk B – Billing Clerks.
- Complete job-specific training required for this position as directed.
