Position Overview
The Illinois Department of Natural Resources is seeking a Senior Public Service Administrator for the Office of Fiscal Management. This position will plan, direct, implement, and administer all agency‑specific procurement functions, serve as an expert authority in collaboration with the CFO of DNR, and serve as spokesperson before legislative committees to promote understanding of agency procurement proposals.
Essential Functions- Serves as the agency procurement officer and official spokesperson on behalf of the Director and the Department.
- Independently develops regular reports on agency‑specific spend status and projections.
- Oversees evaluation of proposals, negotiation with vendors, and ultimately vendor selection.
- Develops strategic sourcing strategies for agency procurements.
- Makes recommendations to the Director to enhance control and increase cost savings.
- Performs other duties as required within the scope of the position.
- Completion of a four‑year college degree, preferably in business administration or accounting.
- Four years of administrative experience in business administration, public or private accounting, auditing or a financial field.
- Master’s degree in Business or Public Administration (MBA or MPA).
- Certification as a Certified Purchasing Manager.
- Extensive knowledge of accounting principles and state or non‑state accounting systems.
- Experience managing a staff in accounting practice and performing evaluations of subordinates.
- Completion of a background check and criminal history self‑disclosure.
- Compliance with revolving door restrictions and Ethical Act filing requirements.
The Office of Fiscal Management develops budgets, processes payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and assets, processes vouchers, and conducts procurements. The office holds responsibility for monitoring many of the department’s operational procedures to ensure compliance with all rules, regulations, and accounting standards.
Work Hours: Monday – Friday, 8:00 am – 4:30 pm (1 hour lunch)
