Position Information

Under the general supervision of the Contracts and Grants Manager, administer and coordinate complex fiscal budgeting and operations to ensure fiscal integrity and uphold strong internal controls. Perform advanced budget and resource analyses, and assist in preparing monthly financial reports for principal investigators (PIs) and administration, using robust analytical tools. Key responsibilities include, but are not limited to, pre- and post-award grant administration.

Respond to evolving financial reporting needs and provide ad hoc information for PIs, department chairs, and administration through campus financial systems. Prepare multi-year budgets and coordinate the submission of contract and grant proposals to various agencies. Additionally, provide policy interpretation, critical analyses, and administrative support for all aspects of temporary academic personnel administration. Oversee and audit departmental contract and grant funds, collaborating with departments to resolve issues.

This role also includes training PIs and administrators on contract and grant responsibilities, accounting procedures, best practices, sponsor requirements, and ensuring compliance with UCR policies and regulations.

This position is designated as a Career Ladder recruitment. The department may recruit and fill this role at different levels within the position classification series. It is currently posted as Contracts & Grants Analyst 3 (Recruitment  #) and Contracts & Grants Analyst 2 (Recruitment  #). The full salary range for the Contracts & Grants Analyst 3 is $68,500 - $121,900. Salary offers are based on education, licensure/certifications, experience, and other business needs.

Applicants must have current work authorization when accepting a UCR staff position. We are unable to sponsor or take over sponsorship of an employment visa for staff.

As a University employee, you must comply with applicable University policies and/or collective bargaining agreements, as amended from time to time. Federal, state, or local government directives may impose additional requirements.

This position is eligible for a hybrid work schedule.

Requirements

Educational Requirements

  • Bachelor's degree in related area and/or equivalent experience/training.

Experience Requirements

  • 4 - 7 years of related experience.

Minimum Requirements

  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
  • Maintains current knowledge of compliance regulations in all areas of research administration.
  • Ability to manage significant volume of transactions.
  • Ability to perform complex financial analysis and customized reporting.
  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
  • Demonstrated knowledge of effective grant funding processes, procedures and techniques.
  • Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsor's guidelines.
  • Ability to work with various and diverse groups of people and lead them to reach a common goal. Heavily customer service oriented tasks with focus on training those diverse groups.
  • Acts as the Lead Analyst for CHASS grant proposals involving multiple PI's, department, and/or other UCR colleges.
  • Ability to independently audit departmental funds for oversight and training purposes. Forensic analysis of departmental contacts and grants and the ability to articulate and model the analysis and resolutions of problems to departmental personnel.
