Job Description - Procurement and Contract Specialist (250008D6)The Department of Transitional Assistance (DTA) is seeking a qualified Procurement and Contract Specialist to support the agency’s procurement and contracting activities for $100 million in purchased goods and services. This is a hybrid position requiring remote work with two onsite days per week, including one day in DTA’s Administrative Office in Boston, MA.
Responsibilities- Provide administrative support for the procurement and contracting process consistent with state and federal regulations.
- Coordinate approval of expenditure requests, prepare and post procurement and contract documents, manage competitive bidding and vendor award process, and track contract execution and renewal.
- Support department staff throughout the procurement process, including management teams and Contract Managers.
- Recommend procurement methods and opportunities for continuous improvement, including statewide contracts and process enhancements.
- Complete financial transactions related to contracts, vendor records, and fixed assets in MMARS/MOSAIC.
- Support compliance activities: verify vendor suspension/debarment status, monitor supplier diversity reporting, ensure pre‑qualification requirements, and address public records requests.
- Strong business writing and oral communication skills.
- Excellent customer service and teamwork abilities.
- General knowledge of state and federal procurement and contracting requirements.
- Ability to analyze data, prioritize tasks, and manage multiple priorities under pressure.
- Proficiency in Microsoft Office (Access, Excel, Word, PowerPoint) and state systems such as COMMBUYS, MMARS, and the Commonwealth Information Warehouse.
- Experience using MMARS/MOSAIC and vendor management systems.
- Ability to handle confidential information with sound judgment and discretion.

Salary and BenefitsYearly: $77,289.16 – $ (dependent on experience and internal compensation guidelines). Full‑time, Day shift. Potential eligibility for a hybrid work schedule.
