About The Role

Access Planning Administrator – Balfour Beatty – Connect Plus Services (CPS)

Location:

Dartford, Leatherhead or South Mimms.

We have an exciting opportunity for an Access Planning Administrator to join our Connect Plus Services (CPS) team, supporting the M25 London Orbital Motorway project. CPS is a joint venture between Balfour Beatty, Atkins and Egis, responsible for operating and maintaining the M25—Europe’s busiest motorway. Delivering over £100m of annual investment, alongside planned and reactive maintenance, this is a complex and high‑profile network requiring robust and efficient planning.

Key Responsibilities
  • Process and maintain accurate records of road space bookings using NOMS and NEMS systems.
  • Input cone times and cancellations in relevant systems (e.g., INFORM, NOMS).
  • Assist with the tracking and management of Time Scale Waivers (TSW) documentation and associated change control processes.
  • Monitor and maintain the Road Space inbox, answering emails and escalating queries as required.
  • Assist with the processing of permits and TMAN applications.
  • Update and manage cancellations, ensuring compliance with timelines and procedures.
  • Liaise with internal teams, external stakeholders, and local authorities to ensure clear communication and resolution of queries.
  • Support Road Space Coordinators in stakeholder discussions and data collection efforts.
  • Process and respond to stakeholder feedback, escalating issues to appropriate teams.
  • Assist with processing maintenance work bookings and advance planning for diversions.
  • Review responses from stakeholders and direct queries to relevant teams.
  • Support compliance with contractual obligations through accurate record‑keeping and reporting.
  • Use NOMS for reporting and to identify opportunities for process improvement.
  • Provide support to Access Planning teams by managing routine tasks to free up resources for more complex planning activities.
  • Assist with meeting organisation, including scheduling, preparing materials, and taking minutes.
  • Provide assistance to other business areas during peak workloads or absences.
  • In addition to the duties set out in this agreement, the Employee shall carry out any other reasonable duties required by the Employer.
Essential Qualifications
  • Proven administrative experience, including data input and email management.
  • Familiarity with IT systems and software for data management and reporting.
  • GCSEs (or equivalent) in English and Maths.
  • Strong organisational skills with the ability to manage multiple tasks. Proficient IT skills, including Microsoft Office and electronic document management systems.
  • Excellent written and verbal communication skills.
Desirable Qualifications
  • Familiarity with road space booking systems (e.g., NOMS or NEMS).
  • Experience in highways, infrastructure, or compliance‑driven environments.
  • Understanding of planning change control mechanisms, particularly Timescale Waivers (TSWs).
  • Experience with stakeholder engagement, particularly local authorities or similar organisations.
