Caladwich is seeking an experienced Acquisition Liaison to provide federal acquisition support to the Federal Transit Administration's Office of Acquisition Management.
This position serves in a highly collaborative acquisition-support capacity, working with FTA program and technical personnel to develop acquisition documentation, prepare procurement packages, conduct market research, support cost estimates, and coordinate requirements with acquisition personnel throughout the procurement lifecycle.

- Provide federal acquisition subject matter expertise supporting FTA program and technical personnel.
- Assist program offices with preparation of purchase request packages and supporting documentation for submission into contracting systems.
- Review acquisition packages prior to submission to the Acquisition Office and assist in reviewing existing contracts for compliance with applicable laws, regulations, and policies.
- Work closely with program professionals, CORs, and other subject matter experts to develop acquisition documentation and support acquisition planning.
- Assist with development of acquisition plans, SOWs, SOOs, PWSs, functional requirements/specifications, market research reports, determinations and findings, exceptions to fair opportunity, and justifications and approvals.
- Assist with development of Independent Government Cost Estimates (IGCEs) and associated market research or business-case models.
- Support cost and price analyses.
- Support acquisition actions involving FFP, Cost Reimbursable, Labor Hour, and T&M contract types.
- Support administration of IDIQ contracts, task/delivery orders, BPAs, call orders, purchase orders, and Inter/Intra-Agency Agreements.
- Attend relevant program and acquisition meetings and communicate effectively with personnel throughout the organization.
- Assist with contract modifications and preparation of contract actions for closeout.
- Maintain an updated electronic spreadsheet reflecting the status of supported contract actions.
- Track contracting funding levels and coordinate information with CORs and Contract Specialists.
- Assist with market research, source-selection evaluation criteria, reporting requirements, and coordination between technical experts and contracting personnel.
- Bachelor of Arts (BA), Bachelor of Science (BS), or higher degree with at least five (5) years of relevant experience
. - Hands-on experience utilizing the FAR to support federal procurements.
- Knowledge and experience supporting acquisition requirements from cradle to grave.
- Experience conducting acquisition market research and providing meaningful acquisition recommendations.
- Knowledge and experience with FFP, Cost Reimbursable, Labor Hour, and T&M contract types, as applicable.
- Experience supporting acquisitions under relevant FAR and FSS/GSAR requirements.
