HCV Manager

HOUSING AUTHORITY LONOKE COUNTY is a public housing organization based in Carlisle, Arkansas, serving residents across Lonoke County and surrounding communities. The HCV Manager is responsible for overseeing the Housing Choice Voucher (Section
8) program and ensuring consistent, compliant administration of all related activities. This full-time, hybrid role is based in Jacksonville, AR, with some work-from-home flexibility. Day-to-day tasks include supervising HCV program operations, managing wait lists, and coordinating eligibility determinations, annual and interim recertifications, and rent calculations. The HCV Manager will communicate regularly with participants, landlords, and community partners; review documentation for accuracy;

ensure adherence to HUD regulations and agency policies; and resolve participant and owner concerns in a timely, professional manner. The role also involves monitoring program performance, preparing required reports, supporting audits and inspections, and collaborating with leadership to improve processes, maintain high customer service standards, and meet organizational goals.

• Demonstrated knowledge of affordable housing programs, including Housing Choice Voucher (Section
  8) regulations, HUD guidelines, and related compliance requirements.
• Experience in case management, client services, or program administration, preferably in a housing authority or social services environment.
• Strong organizational and time-management skills, with the ability to handle multiple cases, deadlines, and priorities accurately and efficiently.
• Effective written and verbal communication skills, including the ability to explain policies clearly and interact respectfully with diverse populations.
• Proficiency with standard office software (e.g., MS Office) and housing or property management systems; ability to learn new technology and databases.
• Problem-solving and conflict-resolution skills, with sound judgment in handling sensitive information and complex situations.
• Ability to work both independently and collaboratively, including supervising or guiding staff as needed in a hybrid work environment.
• High school diploma or equivalent required; postsecondary education in public administration, social services, business, or a related field is preferred.
• Prior experience with public housing, vouchers, or related regulatory programs is highly beneficial.
