Caseload: 10 families per Early Learning Specialist
Benefits: This consultant engagement does not include employee fringe benefits. Consultants assume their own tax liability.

About New North Citizens’ Council (NNCC)

New North Citizens' Council, Inc. is a community-based nonprofit organization dedicated to empowering individuals and families through education, workforce development, housing support, youth services, and community engagement. For decades, NNCC has been committed to creating pathways to opportunity and strengthening communities through impactful programs and services.

The Parent Child+ Early Learning Specialist (ELS) / Home Visitor will provide services to families participating in the Parent Child+ Program.

The purpose of these services is to strengthen early learning and parent-child interaction through home-based literacy and play activities with families of toddlers ages 18–36 months.

Each contractor will maintain a caseload of approximately 10 families and provide services consistent with the Parent Child+ model and NNCC's program requirements.

2. Scope of Services

The contractor will provide the following services during the contract period:

A. Home Visiting Services
  • Provide two 30-minute home visits per week to each assigned family.
  • Deliver visits using Parent Child+ research-based early learning practices and curriculum.
  • Model developmentally appropriate reading, play, verbal interaction, and dialogic reading techniques for parents and caregivers.
  • Support parents and caregivers in incorporating literacy, play, and learning activities into everyday family routines.
  • Provide developmentally appropriate books, toys, and/or educational materials to participating families in accordance with Parent Child+ program requirements.
  • Maintain accurate records of books, toys, and other program materials distributed to families.
B. Family Engagement & Community Connections
  • Establish respectful, positive, and culturally responsive relationships with assigned families.
  • Use a strengths-based and nonjudgmental approach when engaging parents, caregivers, and children.
  • Maintain appropriate communication with assigned families regarding scheduled visits and program participation.
  • Connect participating families with community resources and social services when appropriate.
  • Facilitate or participate in community playgroups and other Parent Child+ family engagement activities as required.
C. Documentation & Data Management
  • Complete required documentation for each home visit and participating family.
  • Complete weekly session reports accurately and within required timelines.
  • Enter required program and participant information into designated Parent Child+ data management systems, including DAISY, MIS, or other required systems.
  • Complete or assist with developmental screenings in accordance with Parent Child+ requirements.
  • Maintain accurate caseload, service, and program-material records.
  • Complete required data entry, preparation, and documentation in accordance with Parent Child+ National requirements.
  • Maintain the confidentiality of participant and family information.
