Program Manager – Early Works (Data Center Land Development)
The Cloud Infrastructure Land Development & Community (LDC) team is responsible for preparing datacenter campus sites for permanent construction, enabling rapid build-out of Microsoft’s cloud infrastructure. This role focuses on prepositioning and early works activities to ensure sites are ready for construction, including tasks such as building demolition, environmental remediation, grading, vegetation removal, and substation construction.
PositionAs a Program Manager – Early Works, you will collaborate with the Early Works Manager and Land Development team to confirm construction details and permit requirements, define and validate scope, schedule, and budget for prepositioning projects, communicate key risks and mitigation strategies across the program portfolio, maintain overall schedule and report on key metrics related to timelines and predictability.
This role requires regular engagement with internal stakeholders (land development, security, legal, design, construction, operations), regulatory agencies, and external consultants and contractors.
Key Responsibilities- Oversee on-site construction management for early works delivery.
- Develop, manage, and report on safety, scope, schedule, and budget across multiple projects.
- Provide regular internal reporting on project status and costs to meet KPIs and budget requirements.
- Coordinate meetings and activities across stakeholder and metro teams.
- Build relationships to drive orchestration and integration efforts for multiple prepositioning sites.
- Partner with land development managers to analyze site due diligence data and recommend prepositioning strategies.
- Track and communicate construction schedules, monitor processes, and manage dependencies to mitigate risks.
- Strong experience in project and construction management within dynamic, global organizations.
- Ability to collaborate with multiple stakeholders and drive outcomes.
- General knowledge of diverse construction methods and practices.
- Excellent written and verbal communication skills with attention to detail.
- Ability to foster positive cross-functional relationships.
- Self-starter with a process-driven mindset, thriving in fast-paced environments.
- Bachelor’s degree in Construction Project Management, Civil or Architectural Engineering, or related field AND 5+ years of relevant experience (or equivalent).
- Strong written and verbal communication skills.
- Proven ability to maintain positive working relationships across internal and external teams.
- 5+ years of progressive responsibility in delivering complex capital projects and programs.
- 5+ years of construction program/project management experience, including cross-disciplinary coordination.
- Experience with mission-critical facilities or large-scale construction projects.
- Demonstrated ability to dive deep into project delivery, solve problems creatively, and overcome barriers to execution.
- Proficiency with MS Office Suite (Word, Excel, PowerPoint, Outlook) and MS Project.

This is a Contract position based out of Manassas, VA.
Pay and BenefitsThe pay range for this position is $75.00 – $85.00/hr.
