ME is recruiting for a Quantity Surveyor Utilities / Streetworks to support a major smart metering and boundary box replacement programme.
This is a home-based role with regular travel to sites across the South Coast

, Commercial Officer or NEC Contracts professional with experience across utilities, infrastructure, smart metering, street works, excavation works, operational reporting or commercial assurance.
The role sits between Commercial, Operations, Planning, Streetworks, Finance and Programme teams
, ensuring aborted installation jobs, excavation requirements, boundary box replacements and enabling works are correctly evidenced, commercially validated and managed in line with contract requirements.
- Review and validate aborted or failed smart meter installation jobs
- Assess photos, surveys, operative notes and asset data
- Confirm whether dig works, excavation, boundary box replacement or enabling works are genuinely required
- Ensure abort reasons are accurately classified, evidenced and commercially supported
- Ensure activity is managed in line with NEC4 TSC contract requirements and Scope obligations
- Support payment validation, compensation event reviews, Pay Less support and dispute defence
- Identify trends linked to operational, contractual or data quality issues
- Produce dashboards and reports covering aborted jobs, dig volumes, defect trends, excavation requirements and financial exposure
- Analyse repeat failures, operational inefficiencies and high-risk locations
- Manage incidents and defects through systems such as MWorks, Power BI, Freshdesk or similar platforms
- Track follow-on actions, permits, excavation requirements and remediation activity
- Work closely with Commercial, Operations, Streetworks, Finance and Programme teams
- Act as the link between operational field data and commercial decision-making
We’re keen to speak with candidates who have experience in utilities, infrastructure, smart metering, street works, commercial reporting, operational data analysis or NEC contract environments

- Experience as a Quantity Surveyor, Assistant Quantity Surveyor, Commercial Quantity Surveyor, Commercial Analyst, Commercial Officer or Commercial Assurance professional
- Experience in utilities, infrastructure, smart metering, telecoms, water, energy, street works or civil engineering
- Experience working with NEC contracts or regulated environments, ideally NEC4 TSC
- Experience managing operational and commercial datasets
- Strong Power BI and reporting capability
- Advanced Excel and Microsoft Office skills
- Strong analytical and commercial judgement
- Confidence challenging unsupported operational claims
- Experience producing dashboards, trend reports or continuous improvement reporting
- The ability to manage multiple priorities and work at pace
- Strong communication skills and the ability to influence a wide range of stakeholders
- A proactive, resilient and commercially aware approach
A relevant university degree would be beneficial, although equivalent commercial, utilities, infrastructure or operational experience will also be considered.
