The Opportunity
An exciting opportunity has arisen due to continued growth within a major infrastructure and energy programme.

This role offers the chance to play a key part in the assurance and validation of Target Outturn Cost (TOC) submissions across large-scale heavy civil engineering works, ensuring robust commercial and technical governance on a nationally significant project.
Working within a collaborative project controls and commercial environment, you'll support the review of contractor cost submissions, procurement strategies and pre-construction planning activities. This position would suit a commercially focused Project Manager with strong experience in heavy civils, cost assurance, quantity surveying or pre-construction management who enjoys analysing complex commercial data and influencing key project decisions.

Your duties and responsibilities will be
Review TOC submissions, including cost build-ups, assumptions, pricing methodologies and risk allowances.
Analyse contractor submissions to identify commercial, cost and delivery risks, opportunities and inconsistencies.
Support procurement activities through tender evaluations, scope reviews, bill of quantities reviews and contractor clarifications.
Ensure procurement outcomes align with cost development and project objectives.
Contribute to cost benchmarking activities and assurance methodologies.
Monitor commercial performance, cost trends and emerging risks throughout the project lifecycle.
Collaborate with commercial, engineering and project delivery teams to support workshops, governance processes and assurance reviews.
Produce clear analysis, reports and recommendations for senior stakeholders.
Support effective decision-making through robust commercial and technical assessment of project information.
You will have the following qualifications & experience:
Degree qualified in Quantity Surveying, Commercial Management, Civil Engineering or a related discipline.
Experience working on heavy civils, infrastructure or major capital projects.
Strong background in quantity surveying, estimating, pre-construction or commercial management.
Experience working within contractor, consultancy or target cost contracting environments.
Strong understanding of cost planning, estimating and infrastructure project delivery.
Ability to analyse, validate and challenge complex commercial and cost information.
Excellent communication, stakeholder management and analytical skills.
Strong attention to detail and commercial judgement.
It’s great if you also have the following
Professional accreditation such as RICS or equivalent.
Experience working within regulated or highly governed project environments.
Exposure to large-scale energy, transportation or infrastructure programmes.
Experience supporting assurance, governance or cost validation activities.
Knowledge of risk management and cost benchmarking techniques.
The setting for the role
This position offers a hybrid working arrangement, combining office, project and remote working. You'll work closely with commercial, engineering and project delivery teams within a dynamic major-project environment, supporting the successful delivery of complex heavy civil engineering works while engaging with senior stakeholders and contractor organisations.
