We are urgently hiring for an Availability Project Manager (APM) for our United States Coast Guard (USCG) Hull, Mechanical and Electrical (HM&E) /APM contract.

This position is based primarily in Seattle, Washington but can be accommodated for an applicant that resides in Alameda, California.
Employees are expected to work on‑site 1‑2 days per week, with flexibility for remote work during the remaining days, based on project needs and in coordination with the team. Full remote work is not available for this role.
- Utilize a knowledge competency of the principles, practices, and techniques of ship repair, including dry docking, dock and sea trials, non‑destructive testing, and other principles, practices, and techniques unique to the marine industry to coordinate and facilitate new and existing projects related to these areas in support of the USCG mission.
- Employ a competency of commercial and military standards in support of this work to ensure successful outcomes for the Coast Guard customer. A working knowledge of Coast Guard Instructions and logistics tools is beneficial.
- Use familiarity with Coast Guard ship repair standards to enforce the standards, policies, and procedures for this work and the associated projects. Conduct planned vessel assessments for the purpose of developing a planned availability work list.
- Properly and efficiently utilize office equipment (computers, scanners, fax machines, etc.) as well as Microsoft Office applications.
- Communicate orally and in written English to present and defend technical recommendations; facilitate consensus; prepare memoranda and position papers; present briefings; and advise management officials.
- Attend meetings and conferences as required by the Contracting Officer Representative (COR) and provide a written summarization of each meeting or conference.
- Employ a good working knowledge of the Fleet Logistics System (FLS) to plan and execute both corrective & preventive maintenance actions.
- Read and interpret blueprints, schematics, technical publications, and directives.
- Climb ladders, access voids and small shipboard spaces for the purpose of identifying needed hull, mechanical, and electrical (HM&E) repairs.
- Travel:
Travel will be required on short notice for the purpose of witnessing propeller disassembly, reassembly, inspection check points, etc. for POLAR class hub overhauls, as well as providing inspector support for various work items during POLAR STAR’s annual drydocks. In addition to short notice travel, please be prepared to travel for up to 4 weeks at a time and be on the road up to 120 days a year.
- Must have five years of experience in USCG naval engineering maintenance practices and procedures as defined in Commandant Instruction Manual 9000.6, Naval Engineering Manual.
- Must have five years of experience in ship/boat maintenance to include dry docking procedures.
- Must have five years of experience in Project Management.
- Must have five years of experience conducting maintenance assessments on ships/boats to identify required repairs and prioritize maintenance requirements.
- Must have one year experience using Microsoft Office Programs (Excel, Word, Outlook and PowerPoint).
- Must have two years of experience working with Fleet Logistics System (FLS) management database.
- Must have two years of experience in specification or technical procedure development.
- Must have documented knowledge of Critical Path Methods, scheduling and planning documents.
- An understanding of Coast Guard organization and vessels is desired.
