Project OverviewBechtel is partnering with Next Decade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.
RGLNG is a natural gas liquefaction and export terminal situated on a 984‑acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five‑train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job SummaryThe position will be responsible for the commissioning and testing of the overall Integrated Control and Safety System (ICSS) or a specific subsystem that may include but not limited to the Distributed Control System (DCS), Safety Instrumented System (SIS), the process Fire and Gas System (FGS), and subsystem Programmable Logic Controllers (PLC). The ICSS Specialist will work with project instrument, electrical, mechanical, and process engineers to commission all process control, safety requirements and system interfaces.
Must be willing to work a flexible schedule if required, including, but not limited to night shift, split shift, or day shift.
- Provides functional oversight of the ICSS within the Commissioning and Startup project group.
- Responsible for the testing, commissioning, and Startup of the ICSS scope of work comprising large‑scale process control (DCS), safety instrumented systems (SIS), process fire and gas systems (FGS), process control network (PCN) systems and supporting fibre optic telecommunications infrastructure.
- Ensures the integrity of the ICSS system is maintained, including hardware and software by establishing and maintaining records of temporary/permanent changes and performing software backups.
- Supports Site Acceptance Testing (SAT) for ICSS systems with suppliers.
- Supports Loop Check Program.
- Performs system cause and effects testing.
- Supports system testing, commissioning and startup.
- Audits ICSS activities, ensuring compliance with the project’s Execution Plan, Project Procedures Manual, Startup Procedures (STCPs) and Design Change Notices (DCNs).
- Initiates Project Technical Requests (PTR) for issuing Requests for Information (RFIs), Field Change Documents (FCDs), and Non‑Conformance/Compliance Reports (NCRs) and coordinates between project site, contractors, clients, and home office.
