About Pell Frischmann

Pell Frischmann is a specialist advisory and technical consultancy operating across the built and natural environment, helping to shape a better future for the communities in which we work. We offer consultancy services, with access to specialist sister companies and partners, to support both public and private‑sector clients. We work across sectors encompassing buildings, infrastructure, and regeneration.

Originally formed in 1926, we have a unique heritage in delivering client‑focused solutions that create value through commercial awareness, sustainable aspirations, and innovative approaches. Our distinctive future is defined by our ownership – Pell Frischmann is part of RSBG SE, the patient‑capital investment arm of RAG‑Stiftung, a foundation whose public purpose is to address the environmental and social commitments arising from the closure of Germany’s coal‑mining industry.

RSBG SE generates sustainable funds, which are reinvested to support environmental protection and climate‑change mitigation.

  • Traffic Engineering & Modelling:
    • Undertake detailed capacity and operational analysis using industry‑standard junction modelling software, including ARCADY, PICADY and LINSIG.
    • Develop and test geometric solutions for site accesses, internal layouts, and off‑site highway mitigation measures in accordance with the Design Manual for Roads and Bridges (DMRB) and local authority standards.
  • Client & Stakeholder Management:
    • Serve as the primary technical contact for transport‑related project tasks, liaising directly with private‑sector clients, architects, and multidisciplinary project teams.
    • Engage and negotiate effectively with local and national highway authorities (Transport Scotland) and planning officers to secure technical approvals.
  • Project & Financial Management:
    • Manage project budgets, timelines, and resourcing for transport work packages, ensuring profitable and timely delivery of consultancy outputs.
    • Contribute to tender submissions, fee proposals and scoping of transport‑related requirements for new energy and infrastructure projects.
Qualifications & Experience
